- The Wisconsin Air National Guard located in Madison WI intends to issue a Request for Bid (RFB) to award a single, firm fixed-price contract to Repair/Maintain Composite Maintenance Facility Building 406 at the 115th Fighter Wing, Madison WI. The repair/maintain composite maintenance facility includes remove and replace hangar doors, demolish hangar ceiling system and install bird control systems, demolish and replace lighting system, remove and replace IR heat system, install a high expansion foam and sprinkler fire suppression system in hangar bay to include constructing a small addition to the building for the fire suppression room, install a wet pipe sprinkler system in the non-hangar portion of the building, strip hangar floor, replace joint sealant, repair joint spalling and cracks in concrete, and seal the floor with resinous flooring system, and demolish asphalt driveway. Magnitude of the project is between $1,000,000 and $5,000,000. Construction/contract completion time is anticipated to take approximately 270 calendar days after notice to proceed to include inspection and punch list. Approximately 180 days will be allowed for work in the hangar which will be on-or-about 18 May 2009 20 November 2009. Actual dates will be specified in solicitation and contract. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $33.5 million average annual revenue for the previous three years. This action is being procured on an UNRESTRICTED basis in accordance with the Small Business Competitiveness Demonstration Program (Ref: FAR 19.10). A Small Business Subcontracting Plan will be required if the bidder is a large business and MUST BE SUBMITTED WITH BID. The tentative due date for issuing the solicitation is on-or-about 15 December 2008. The tentative date for the pre-proposal conference is on-or-about 29 December 2008, 9:00 a.m. local time at the 115th Fighter Wing. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in solicitation. A site visit will follow the pre-proposal conference. All questions for the pre-proposal conference must be submitted by 23 December 2008 via e-mail (preferred) to Katherine.pinnow@wimadi.ang.af.mil or fax at 608-245-4489. The solicitation closing date is scheduled for on-or-about 23 January 2009. Actual dates and times will be identified in the solicitation. Interested bidders must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR internet site at http://www.ccr.gov/ or by contacting the CCR Information Center at 1-888-227-2423. Interested bidders are required to submit their representations and certifications on-line at http://orca.bpn.gov. All contractors and subcontractors interested in this project must register at this EBS website to access/download the solicitation. Clicking on the solicitation number link will start the registration process. The plans and specifications will be available only from the Federal Business Opportunities (FBO) website on-line at https://www.fbo.gov/. Interested bidders are required to register on the FBO website to access/download the plans and specifications. Registration information is available on the FBO homepage and your DUNS number is required. A link to this site can be found under Plans at the solicitation website. No telephone requests will be accepted. For security reasons all potential bidders, plan rooms and printing companies are required to register in the Central Contractor Registration (CCR) and Federal Business Opportunities (FBO) in order to view or download the plans or drawings from the website. This solicitation is a competitive bid and there will be a formal public bid opening.
