- The Federal Bureau of Prisons, FCI Memphis, TN is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; proposals are being requested and a written solicitation with not be issued. RFQ-11103-0009-09 is issued as a request for quotation the solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2001-23. The North American Industrial Code is 423440 (Other Commercial Equipment Merchant Wholesalers). The small business size standard is 500 employees. This solicitation is a small business set aside. All responsible businesses may submit a quote. Award will be made to the responsible quoter who submits the most advantageous offer to the Government based on price. Faith-Based and Community-Based Organizations have the right to submit quotes equally with other organizations for contracts for which they are eligible. GENERAL REQUIREMENTS: The Federal Correctional Institution, Memphis, TN (FCI Memphis), located at 1101 John A. Denie Road, Memphis, TN is requesting quotes for a Gas Roll-in Rack Oven with delivery and installation of the oven onsite. SCHEDULE OF ITEMS AND SPECIFICATIONS 1. STATEMENT OF WORK 1.1 INTRODUCTION The performance required for this Statement of Work consists of furnishing a new Gas Roll-In Oven or equivalent; to include optional equipment, technical expertise and labor needed for installation in the food service department at FCI Memphis. 1.2 QUALITY ASSURANCE The work shall be performed by a supplier/contractor who regularly engages in the business of the sale, repair and installation of commercial type ovens. All workmanship and materials shall be in accordance with the required reference standards. 1. Manufacturer Specifications 2. Other authorities having jurisdiction 1.3 SPECIFICATIONS 1 ea. Roll-In Rack Oven, gas, (1) double rack cap, rack carriage, automatic rack lift, IBS rotating system, electronic programmable controls, steam system, stainless steel door w/ glass, stainless steel interior & exterior, canopy (type II hood). 1 ea. 208-240v/60/3-ph, 15 amp circuit required, direct wire, Motor, std 1 ea. 120v/60/1-ph, 15 amp circuit required, direct wire, Cabinet & control, std 1 ea. Canopy w/ grease filter & single point connection, Hood type I 1 ea. Standard prison package 1 ea. Installation 1 ea. Manufacturer parts and labor warranty included 2 ea. V-SS-15 Roll-In Oven Rack, V-series, single, side load, (15) standard slides, 4" O.C., stainless steel construction 2 ea. V-DSS-15 Roll-In Oven Rack, V-series, double, end load, (15) standard slides per side, 4" O.C., stainless steel construction Contractors are advised that all on site workers will be required to pass a security clearance prior to any work being performed. Normal work hours shall be Monday through Friday, 7:30 am to 3:00 pm. All prices must be quoted FOP DESTINATION. Delivery is required within 42 days of award. The proposed cost or price must include all associated charges or fees. All payments will be made via electronic transfer. Please ensure with your offer you include a complete copy of the provisions at 52.212-3, Offeror Representations and Certifications - Commercial Items. All potential offerors are advised that this solicitation includes the clause FAR 52.212-5(Apr 2005) for Commercial Items, Central Contractor Registration(CCR). This clause requires all contractors doing business with the federal government after September 30, 2003, to registered in the CCR database. Offerors should include their Data Universal Number System(DUNS) number in their offers. The Contracting Officer will verify registration in the CCR database prior to award by entering the potential awardee's DUNS number into the CCR database. As of January 1, 2005, all potential offerors are required to complete the annual representations and certifications electronically via the On-Line Representations and Certifications Application (ORCA), which should be completed at http://orca.bpn.gov. This information is included in this solicitation in the provision FAR 52.212-1(Jan 2005) Instructions to Offerors - Commercial Items. Once you have completed the OCRA requirement, you are no longer required to submit 52.212-3 Offeror Representations and Certification with your quotes. Failure to complete either of these registration procedures outlined in this solicitation, may result in elimination from consideration for award. Award will be based on such factors as urgency, estimated dollar value and ability to meet specifications. All offers must be received by the Contracting Officer specified above no later than 3:00 p.m., Central Time, on December 16, 2008. Offers received after this date will not be considered.
