- The NF/SG Veterans Healthcare System, Malcolm Randall VA Medical Center, 1601 SW Archer Road, Gainesville, FL 32608 intends to negotiate with Medtronic, Inc, on a sole source basis pursuant to VAAR 873 & 38 USC 8153 and FAR 6.302-1 for Sterile Custom Surgical Heart Packs. The Custom Surgical Heart Pack consists of provided custom component kit #CK9454R3 that consist of various lengths of 1/4, 3/8 and 1/2 inch tubing; tubing end caps, one way valves, clamps and stopcocks; various tubing connectors; O2, prebypass and arterial filters (CB351 & CB1338); cardiotmy reservoir (CB1351); hemoconcentrator (HPH-400TS). All components are to be placed in line as shown in the drawing. All components in the pack are Carmeda coated (bio-active). No one else has Carmeda. It is the only Heparin bonded bio-active surface on the market. There are other heparin and non-coatings available but all are bio-passive. Carmeda is the only bio-active surface coating. Carmeda mimics natural endothelium such that blood does not recognize the circuit as a foreign surface thus limiting the "Systemic Inflammatory Response". This is unique to Carmeda and is achieved by the "End Point" attachment of the heparin molecule to the surface such that the reactive part of that molecule is in the blood flow path available to bind thrombin and antithrombin III thus mimicking natural endothelium (bio-active). The heparin used in Carmeda is also assayed to insure that the reactive portion of the heparin molecule is available on heparin used to produce Carmeda. The result is less bleeding and a reduced inflammatory response leading to fewer complications normally associated with cardiac surgery. The North American Industry Classification System (NAICS) number is 334510. This notice is NOT a request for competitive proposals. Parties may identify their interest, accompanied by supporting literature to the Contracting Officer no later than December 8, 2008, 4:30 PM EST. Responses should be sent to Clifford.Snipe@va.gov. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
