- The National Cancer Institute (NCI), Surgery Branch, plans to procure on a sole source basis for 85 Harvester Disposable Sets, 29 Harvester Reservoir Sets, and 298 LIFECELL Tissue Culture Bags (3000ml 12/cs) with Miltenyi Biotec 12740 Earhart Ave., Auburn, CA 95602. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. The purpose of this procurement is to procure supplies for producing and harvesting anti-cancer lymphocytes for treating patients enrolled in the NCI Surgery Branch clinical trials. Baxter Healthcare has been the manufacturer and supplier of 1) the cell containers (bags) used for generating anti-cancer T lymphocytes in the laboratory and 2) the supplies required for centrifuges that we use for harvesting the cells. Miltenyi Biotec is the exclusive distributor of the Baxter cellular therapy products in the US and Europe. The 3-liter tissue culture bags are FDA-cleared, gamma-sterilized, made of gas permeable material that allows diffusion of oxygen and carbon dioxide, and designed for culturing cells that grow in suspension. Bag ports allow closed system filling, feeding, and sampling. The requested supplies, referred to as Lifecell Tissue Culture Bags, Harvester Disposable Sets, and Harvester Reservoir Sets, are needed to continue to treat patients with cancer enrolled in eleven different Surgery Branch clinical trials (See above). Any source other than Baxter products would need to be pre-tested over a period of time by NCI in order to determine suitability of the product for use in the NCI clinical trials which would cause a significant delay in the clinical protocols which would impact patient treatments. These supplies have been used in the NCI Surgery Branch clinical trials for over a decade and are critical to the ongoing research of the NCI. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 11:00 AM ET on December 10, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
