- Industry Day announcement for a Subminiature Flight Safety System Subject The notice is to inform interested parties of an Industry Day for the Subminiature Flight Safety System (SFSS) Project to be held on 28-29 January 2009 at Eglin AFB, FL. The purpose of this event is to both provide and gather information to ensure the success of the future acquisition of SFSS. Description The 308th Armament Systems Wing and the 46th Test Wing are seeking technology and acquisition strategy input to refine the direction of the SFSS Project. This initiative falls under the direction of the Office of the Secretary of Defense, Central Test and Evaluation Investment Program, Test Package Directive # 05-F-5-55-0502. Department of Defense ranges require redundant flight termination systems on all munitions whose flight profiles may exceed the range boundaries or cause a hazard to the general public. Weapon system position from launch to impact, the health of each flight termination system (FTS), and the ability to send the termination signals to the weapon are all required by the range safety officer. This necessitates a time-space-position information source, a telemetry (TM) system, and redundant FTS components. The goal of the SFSS project is to develop a common, cost effective, subminiature, non-intrusive package that meets all the Major Range and Test Facility Base and Range Commanders Council safety requirements. The plenary session of the Industry Day will be conducted from 0800 - 1000 CST on 28 January 2009 University of Florida Research Engineering & Education Facility (REEF), Shalimar, FL. One-on-one discussions for prime weapons contractors and potential prime SFSS contractors, in a proprietary only forum, with Government personnel will be scheduled following the group session. The length of time allotted for each contractor will be two (2) hours. Your desire to have a one-on-one session must be submitted by 9 January 2009 via email correspondence to SFSS Industry Day at 46tw.ts.investmentsteamtsit@eglin.af.mil. Discussions will be scheduled in the order the requests are received and you will receive an email notification of the date and time. It is the responsibility of industry personnel to monitor the FedBizOps website for the release of any follow-on information. The Government is interested in industry ideas relative to the following: Weapon Primes • Identify systems that can employ SFSS o Legacy systems o Systems in development  Industry research and development  System development demonstration  Consider business case for above applications • Identify desired SFSS acquisition process to facilitate transfer of capability from SFSS prime to Weapon prime o Associate contractor agreements o Government furnished equipment o Commercial-off-the-shelf o Other strategies • Identify desired joint interface control working group process to develop Interface Control Documents (ICD). • Identify risk and mitigation for weapon integration • Define key weapon system needs regarding flight termination and TM during developmental/operational test or post-fielding system evaluation • Identify future needs stressing FTS requirements, such as size, dynamics, etc. SFSS Primes • Identify desired SFSS acquisition process to facilitate transfer of capability from SFSS prime to Weapon prime o Associate contractor agreements o Government furnished equipment o Commercial-off-the-shelf o Other strategies • Assist in determining system technology maturity o Determine maturity of current capability using the technology maturity definition guidelines by module o Identify means to improve module maturity to a minimum technology readiness level of seven o Identify costs and vendor ability to develop technologies necessary to achieve desired maturity o Identify cost challenges stressing SFSS requirements • Identify SFSS risk and mitigation relative to meeting the key performance parameters • Identify rough order of magnitude cost and schedule for the development program • Identify preferred approach to develop ICDs o For modules o For SFSS/weapon integration • Identify preferences for sustainment strategy o Contractor logistics strategy o Government organic strategy A draft performance specification and initial key performance parameters are available to qualified vendors. This information is restricted by ITAR part 125.2. Non-US vendors must provide appropriate DSP-5 documentation specifying unclassified technical data pertaining to flight termination systems or telemetry to be qualified. Disclaimer This Industry Day is solely for informational planning purposes and shall not be considered as a request for proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government does not plan to award a contract based on the responses from this Industry Day or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs of charges by the Government will arise as a result of contractor participation in this Industry Day or the Government's use the resulting information. The Government reserves the right to reject, in whole or in part, any contractor's input to this Industry Day. This notice does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this contemplated effort. The information you provide may be used by the Department of Defense in developing an acquisition strategy, a statement of work/statement of objectives, and performance specifications. The information resulting from this Industry Day may be included in one or more RFPs, which will be released to industry. Industry is encouraged to respond with information not constrained by proprietary data rights. However, if proprietary data is included in your reply, please mark it appropriately. Any subsequent actions resulting from the evaluation of the information provided as a result of this Industry Day may be synopsized at a future date. If synopsized, information detailing the specific requirements of this procurement(s) will be included.
