- Naval Sea System Command (NAVSEA) will host an Industry Day Conference in support of the Next Generation Countermeasure (NGCM) program on Friday 19 December 2008 at Naval Undersea Warfare Center (NUWC) Newport, RI, in the first floor conference room in BLDG 1371 from 9:00 a.m. to 4:00 p.m. Upon arrival, contractors need to check in at Visitor Control located at the NUWC-Newport main gate to get visitor IDs and parking permits before proceeding to the conference room. All attendees will be required to present Government issued photo identification to obtain the visitor IDs. Directions to the meeting locations will be provided to the registered attendees at the NUWC-Newport Visitor Control. The conference will start promptly at 9:00 a.m. An optional day for viewing the NGCM prototype hardware and launch facility demonstration is scheduled on Thursday 18 December 2008 at Chaffee Auditorium in BLDG 1346 of NUWC Newport, RI starting at 1:00 p.m. and expected to conclud! e at 5:00 p.m. Attendance for both days is limited to no more than 3 individuals per organization, and it is encouraged to include at least one Chief Engineer or Technical Lead. The NGCM Industry Day conference will be classified Confidential. Only those with a validated security clearance will be authorized attendance (and entrance onto the base). Participants interested in attending must fax a visit request and security clearance to Robin Spradling at (401) 832-4396 no later than 12 December 2008. Visit Request received after 12 December 2008 will not be accepted. There is no registration fee for attending this conference. Contractors shall also notify the PCO Representative, Debra Mackall, at Debra.Mackall@navy.mil, 202-781-2921 that you plan to attend the conference and for any inquiries addressing anything other than attendance requirements. A draft Statement of Work (SOW) is attached for informational purposes only to enhance industry's understanding of the prog! ram. The objective of the NGCM program is to insert new countermeasure technologies into the submarine's defense against threat acoustic-homing torpedoes. The NGCM will replace the ADC MK 2 and ADC MK 3 devices. The NGCM is a three-inch diameter expendable device, that is submarine launched from a signal ejector and Countermeasure Set, Acoustic (CSA) launcher, acoustic torpedo countermeasure with advanced features which can be employed either as a static or mobile device and uses Adaptive Countermeasure (ACM) technology. NAVSEA intends to present an overview of the NGCM Program for contractor use (for informational purposes only) in support of the NGCM Program. The Government is not soliciting, nor will it accept proposals as a result of this synopsis. This notice shall not be construed as a promise to contract or commitment of any kind. The Government may not respond to any specific questions or comments submitted in response to this synopsis or information provided as a result of this synopsis. The Government will not award a contract! resulting from this synopsis.
