Description
NASA/GRC has a requirement to produce a more environmentally friendly oxidizer forsolid rocket boosters. The oxidizer is called ammonium dinitramide (A.D.N.). NASA/GRC intends to purchase the items from The Swedish Defence Research Agency (calledFOI for Forskningsinstitut) to produce a more environmentally friendly oxidizer for solidrocket boosters. The oxidizer is called ammonium dinitramide (A.D.N.). The U.S.A. had terminated their research in this area in the late 1990s due to thebudget reductions from the work funded by the U.S. Air Force Office of ScientificResearch (AFOSR). The oxidizer, A.D.N., was found to have some sensitivity totemperatures that made its density low with poor packing of the oxidizer particles. The research proposed by the F.O.I. has begun to overcome these issues with temperaturesensitivity and oxidizer density.Currently, the F.O.I. is the only organization that has the capability of performing thisresearch. Their organization has significantly invested in this oxidizer developmentand garnered world-renowned propellant experts from several nations to complete theircurrent internal research goals and developments.The Government does not intend to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon December 16, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
