Description
MOD The synopsis for Solicitation N00019-06-C-0098 posted on www.fbo.gov on 16-October-2008 is hereby revised to reflect a quantity of up to 123 cockpits over the life of the contract. The Naval Air Systems Command (NAVAIR) intends to issue a sole source contract modification to Lockheed Martin Systems Integration (LMSI), Owego, New York. It is anticipated that this contract action will be a one-year firm-fixed price contract with a one-year option period for the procurement in FY10-FY11 of Common Cockpit kits for installation on MH-60R and MH-60S helicopters. This procurement will include the supplies and services necessary to manufacture and deliver the required number of complete Common Cockpit (CC) kits; end of life components; associated spares requirements; support and test equipment; incorporation of deficiency corrections (hardware and software); sustaining engineering for the development of engineering change proposals to cover technology insertion and obsolescence issues; systems/project management; logistics and engineering support; DMSMS; Foreign Military Sales; and repair of repairables. The total quantity is up to 123 cockpits over the life of this contract. The Government plans to issue an Advance Acquisition Contract (AAC) for long-lead material and associated efforts supporting this procurement. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR Part 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” LMSI is the sole designer, developer, and manufacturer of the CC, including the integration of system software and hardware. LMSI has proprietary rights to the existing data for CC kits and is the only company that possesses the necessary knowledge and technical expertise to complete this effort. Numbered Note 22.
