- Under Section 6, Basic Functionality, it says: "A person using a phone/cell shall be able to trigger notifications that include existing groups and scenarios." Does this mean a person can SEND alerts from the phone/cell or does it mean send notifications that an alert was received? It would help immensely to clarify this particular requirement. Response: The Government intends to send alerts from phone/cell. If the answer is, alerts must be able to be sent from a phone/cell, can you specify what types of phones/cells are required for this functionality? For example, it may be possible from the newer smartphones (e.g., iPhones or Blackberry Storm), but not older phones. Response: The Government intends to send alerts from any phone/cell.
