Description
This combined sources sought/synposis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may to be awarded as a result of this combined sources sought/synopsis. The United States Army Mission Installation and Contracting Command, Contracting Center of Excellence (CCE), at the Pentagon, on behalf of Department of Defense Inspector General (DoDIG), Office of the Special Inspector General for Afghanistan Reconstruction, (SIGAR) intends to procure services which include data management, information analysis, design and creation, and program management support for the SIGAR Quarterly Reports (QR) to Congress as a small business set-aside or under full and open competition procedures. The capability package for this sources sought market survey is not expected to be a proposal, but rather statements regarding the companys existing experience in relation to the areas specified in the PWS. Only small businesses are to submit capability packages. Interested small businesses that are certified and qualified as a small business concern in NAICS code 541611with size standards of $7.0 Million Dollars are encouraged to submit their capabilities packages. Capability packages must not exceed 10 pages and must be submitted electronically. Questions about this requirement are to be submitted by 08 December 2008 at 11:00 AM Eastern Standard Time (EST). Small businesses are to outline their experiences in the following key areas: 5.1.1The contractor shall provide data management support for the SIGAR QR, which requires developing and maintaining a database of funds which were appropriated for the purpose of Afghanistan reconstruction; 5.1.2Tracking the oversight activities (Audits and Investigations) of other Government agencies having oversight authority of the relief and reconstruction effort in Afghanistan; Managing the library of data that is collected by SIGAR; 5.1.3 Provide Information analysis support for the SIGAR QR; including researching, preparing drafts, and investigating aspects of the reconstruction effort identified by SIGAR; 5.1.4Preparation for SIGARs Congressional Testimony and Questions for the Record (QFR) from Congress; Prepare the initial drafts and edits of the analysis portions of the SIGAR QR; 5.1.5Writing and editing support to assist the SIGAR Information Management Unit, mission areas (Audit, Investigations, and Inspections) and communications directorates (Congressional Affairs and Public Affairs) in providing input to the QR and other congressional requests; 5.1.8Graphic support for the design team; Provide design and creation support of print ready QR including conceptual design of the book to be approved by SIGAR; 5.1.9Preparation of the desktop publishing files in accordance with the approved design for submission to a print service for publication; Attends the final press review and makes any necessary corrections; 5.1.10 Provide Program Management support to integrate and coordinate all aspect of this project; 5.1.11Manage the timeline of the QR to ensure that the data management and data analysis functions maintain the appropriate schedules to ensure successful delivery of the QR; Manage the resources of the design team to ensure coverage during each stage of the QR process; Areas or tasks where the contractor has no prior experience should be annotated as such. In addition, the following questions must be answered and elaborated on as part of the package: (1) Financial Capability-Does your firm have the financial capability to withstand a negative cash flow of $202,313.00 per month? (2) Past Performance-Does your firm have the relevant past performance within the last three years (include contract numbers, contract types, dollar value of each procurements, point of contracts, and brief description of the work performed)? And (3) Corporate Experience-Does your firm have the work experience similar in nature, scope, complexity, and difficulty of work in the PWS? If at least two responsible small business concerns are determined by the government to be capable of performance this requirement at a fair market price based on an evaluation of the capabilities packages submitted by (12 December 2008), the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capabilities packages submitted, this requirement will be solicited under full and open competition procedures. To assist us in maintaining a list of interested small business offertory for this potential procurement, please provide your company name, a point of contact, address, phone number and business size under the above NAICS code, to the POC for this procurement Ms. Joyce G. Ellis. Under this requirement, the contractor shall be responsible for providing all personnel and support equipment, tools and materials, supervision and other items and non-personnel services to perform data collection, data analysis, report design, report formation and project management support to ensure timely publication of the quarterly report to be distributed to Congress as defined in the PBWS. A Loaded Labor Hour Contract is anticipated. The Period of Performance will be 01 February 2009 through 31 January 2010 with two (2) additional one (1) year Options. Place of performance will be determined prior to issuance of Request for Proposals. A written Request for Proposal(s) (RFP) will be posted on or about 22 December 2008, for download on the CCE Homepage at: http://cce.hqda.pentagon.mil/rfp/rfp_1.asp, reference W91WAW-09-R-0019. All responsible sources may submit a proposal(s), which will be considered, however, no offers are being requested at this time. No paper copies of the solicitation will be issued. All amendments to the solicitation will likewise be posted to this website. Contractors are cautioned to check this website for amendments. No solicitation mailing list will be complied.
