Description
The Forest Service has a requirement for exclusive use charter services for boat and helicopter, contractor operated and maintained, under the direction and control of the Forest Service. The boat and helicopter will be needed to facilitate a forest resource inventory of the Tongass and Chugach National Forests, adjacent State, Private and Federal lands. The requirement consists of the use of one (1) boat capable of providing berthing and meals for up to 12 inventory crew members in a live aboard setting with a platform capable of helicopter landings. The project will also require the exclusive use of a turbine powered helicopter with pop-out floats, capable of carrying five (5) passengers and equipment. The project area is coastal Alaska from the southern tip of the Southeast Alaska Panhandle (area around Ketchikan) to Kodiak Island. The boat and helicopter will move as the inventory progresses. The term of the contract will be one (1) year with option to renew for four (4) additional years. The initial contract period of performance will be 1 April 2009 – 30 March 2010. The mandatory period of performance for the base year for the boat is 8 June 2009 through 6 Aug 2009 and for the helicopter is 8 June 2009 – 11 Aug 2009. There will be 60 days of use for the boat and 200 hours for helicopter operations guaranteed. It is anticipated that the helicopter will be needed for an additional 5 days after the 60 days. One pilot with the need for a relief pilot to meet the requirement for two (2) days of rest every 14 days. Relief pilots should only be needed every 12 continuous days of work. The solicitation package will be available on line at www.fbo.gov approximately 15 days after the posting date of this notice. The solicitation will be advertised as a full and open competition.
