- NASA/GSFC Wallops Flight Facility plans to issue a DRAFT Request for Proposal(DRFP), NNG09231373J, for The NASA Sounding Rocket Operations Contract II (NSROC II)serves as the mechanism for the commercial implementation of the NASA Sounding RocketProgram (NSRP). The program utilizes expendable sub-orbital rockets to conduct a host ofscientific missions for the study of near earth and space environments and to advance newtechnologies. Individual mission requirements have historically involved the use ofsingle and multi-stage sub-orbital vehicles lifting payloads with weights ranging from 30pounds to 1500 pounds or more to altitudes ranging from 80 to 2000 kilometers or more. The time required to conduct a specific mission from payload design and developmentthrough launch will vary substantially and may range from a few months to two years orlonger. Most of these missions are conducted from established launch ranges, while someare conducted as mobile launch campaigns from ranges that have been temporarilyestablished.This requirement is issued full and open.The NAICS Code and Size Standard are 541330 and $25M, respectively. The anticipated release date of DRAFT RFP is January 15, 2009.An ombudsman has been appointed. See NASA Specific Note "B".The DRAFT RFP and any documents related to this procurement will be available over theInternet. These documents will reside on a World-Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASA/GSFCBusiness Opportunities page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=51 It is the offeror's responsibility to monitor the Internet site for the release of theDRAFT RFP and associated documents. Potential offerors will be responsible fordownloading their own copy of the documents.
