- This is a SOURCES SOUGHT NOTICE issued by The Department of Health and Human Service (DHHS), Office of Acquisition and Grants (OAGs) to determine the availability and capability of small businesses (including certified 8(a), Small Disadvantaged, and HUBZone firms; veteran and service-disabled veteran-owned small businesses, and women-owned small businesses) that are capable of providing help desk support and maintenance on FDA's User Fee System for a base period plus four option periods. The following skills are necessary for a company to be considered capable of providing the services: • The Contractor should be able to run an industry helpdesk facing 53,000 customers located globally and provide operations & maintenance support for the User Fee system (Oracle Fed Financials - iStore, Configurator, AP, AR, AP, GL, OM, Fed Admin along with Rapid Mart and Hyperion) processing $600 Million of revenue annually. • The contractor should be able to maintain and support our current user fee volume and expect volume growth during the life of the contract. The volume as of June 2008 is as follows: External Users: approx. 9,000 Internal Users: approx 100 Industry Customers: approx. 47,000 Helpdesk Call Volume per month: aoorix, 400 Industry Customer Coversheets per month: approx. 600 Industry Customer Invoices per month: approx. 3,000 Industry Customer Payments per month: approx. 2,500 • The contractor should have experience with Project Management software (preferably Microsoft). • The contractor should have experience working with Business Objects Rapid Mart Reporting Software (or "EQUAL TO") • The contractor should have experience with verifying vendors via the DUN and Bradstreet system. • In addition the work involves end to end services for new user fees - from legislative analysis to solution design to gap/fit analysis to industry communication, system enhancement/reporting/documentation, system implementation and support leveraging the existing solution footprint and complying with A-123 requirements. • The contractor should be capable of interacting with internal OFM customers (Centers) and maintaining/enhancing existing interfaces between the User Fee system and various systems at the Centers. • Contractor should be capable of maintaining and enhancing the external interfaces with Bank Lockboxes and Treasury's Pay.Gov system. • The Contractor should have prior experience in developing and supporting User Fee system(s) (preferably on an Oracle Financials solution footprint). • Due to the evolving nature of the User Fee program (100% growth over last two years) and numerous external and internal touch points, it is imperative that Contractor is able to bring qualified employees to the project for business continuity/sustainability reasons Capability statements must include the following: 1. Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. 2. Business size for NAICS 541519, the size standard is $23 million. If qualified as an 8(a) firm (must be certified by SBA), Small Disadvantaged Business (must be certified by SBA), Woman-Owned Small Business, HUBZone firm (must be certified by SBA), and/or Service-Disabled Veteran-Owned Small Business (must be listed in the VetBiz Vendor Information Pages). 3. DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.). Companies must be registered in the Central Contractor Registry (CCR, at www.ccr.gov) to be considered as potential sources. This notice is for planning purposes only, and does not constitute an Invitation for Bids, Request for Proposals, Solicitation, Request for Quotes, or an indication the Government will contract for the items contained in this announcement. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. Responses to this notice must be received by the Contract Specialist, Jody O’Kash no later than 5:00 PM Eastern Standard Time on 12/15/2008 for consideration. Only responses received by e-mail will be accepted. Discussions or debriefings will not be conducted in response to any submissions. However, information obtained as a result of this announcement may be reflected in the subsequent solicitation, and FDA may contact one or more respondents for clarifications and to enhance the Government’s understanding. This announcement is Government market research, and may result in revisions in both its requirements and its acquisition strategy based on industry responses.
