- Construct a Qualification Training Range (QTR) with supporting facilities. The Qualification Training Range consists of a Modified Record Fire (MRF) Range overlaid by a Combat Pistol/Military Police Qualification Course (CP/MPQC). The MRF portion of the range consists of 15 lanes, with each lane 20 meters wide and displaying 9 stationary targets from 50 to 300 meters downrange. The CP/MPQC portion of the range consists of 15 lanes, with each lane 9 meters wide and displaying 7 stationary targets from 10 to 31 meters downrange. Primary facilities include control tower, target emplacements, foxholes, clearing, grubbing, grading, drainage, gravel roads, secondary power and data distribution system, communications, and site improvements. Support facilities include primary power and communication lines. Air conditioning is required for Control Tower, Operations/Storage Building, and General Instruction Building. The Base Bid consists of the following: clear and grub approximately 20.5 acres of existing trees and low lying vegetation. Provide new QTR with support facilities to include Range Control Tower. Provide site improvements to include approximately 3900 square yards of 10 gravel road and parking area, approximately 8100 square yards of 6 gravel road, approximately 1180 square yards of 6 gravel walk-path, approximately 200 square yards of concrete sidewalk, 15 - 7 by 3 concrete pads, 15 one-man foxholes, and 24 parking blocks. Provide erosion control measures such as silt fence, rock filter dam, and stone silt checks. Prepare and submit (with required fees) all required storm water permits. Bid Options will consist of a new Ammunition Breakdown Building, a new Operations/Storage Building, a new Covered Mess, new Covered Bleachers, a new Connector Road, a new General Instruction Building, and a new Dual Sex Latrine. The completion time for this project is 330 calendar days. The construction cost range is between $1 and $5 million. This is a full and open solicitation and the 10% Hubzone price evaluation preference applies. The proposal evaluation process consists of Past Experience, Past Performance, Price and Pro-Forma Information. This solicitation is to be issued o/a 19 December 2008 with proposals due o/a 3 February 2008 at 2:00 pm (local time). The NAICS code for this project is 237990 with a $33.5 million size limit.
