- This is not a Presolicitation or Solicitation announcement. This is a sources sought notice only. The purpose of this sources sought notice is to gain market knowledge of potential small business sources and their size classifications; HUBZone, 8(a), Small Disadvantage Business, Woman Owned Business, Veteran Owned Business, Service Disabled Veteran Owned Business relative to NAICS Code 541690, with a small business size standard not to exceed $7,000,000.00 gross annual receipts. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. No solicitation is currently available at this time. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1) Is your business a small business under NAICS code 541690? 2) Does your firm qualify as a small disadvantaged business? 3) If disadvantaged specify if your firm is certified under Section 8(a) of the Small Business Act? 4) Are you a certified HUBZone firm? 5) Are you a woman-owned or operated business? 6) Are you a certified Service-Disabled Veteran Owned or Veteran Owned business? 7) Is your business a large business? No solicitation is currently available at this time. Draft Performance Work Statement For Battle Command Training Programs Senior Mentor Program 1.0. SCOPE. Support for the Battle Command Training Program (BCTP), mission to train Army Senior Leaders in accordance with Army Regulation 350-50, Combat Training Center Program, and Training and Doctrine Command Regulation 350-50-3, Battle Command Training Program. 2.0. BACKGROUND. The Battle Command Training Program (BCTP) is the Armys capstone Combat Training Center (CTC) located at Fort Leavenworth, Kansas, and is comprised of a Headquarters (HQ), seven Operations Groups (OGs): A, B, C, D, F, S and Operations Group COE (Contemporary Operating Environment). Each OG is commanded by a Colonel and has a unique mission. 3.0. TASKS. 3.1. Coach and Mentor the U.S. Army Commander of the unit being exercised. The commander being mentored will be in the rank of Lieutenant General, Major General, Brigadier General, or Colonel. The following tasks are required by the mentor based on Army leadership doctrine: 3.1.1. The coach helps the commander understand their current level of performance and instructs them how to reach the next level of knowledge and skill. 3.1.2. The coach helps the commander identify and plan for short and long term goals for the training unit. The coach and the commander discuss strengths, weaknesses, and courses of action to sustain or improve them. 3.1.3. The coach works directly with the commander to help him clarify the commanders self-awareness. The coach and the commander communicate perceived strengths, developmental need, and focus areas to improve leader performance. 3.1.4. Mentors generally specialize in the same specific area as those being mentored. Mentors have likely experienced what their protgs and mentees are experiencing, or are going to experience. Consequently, mentoring relationships tend to be occupation and/or domain specific, with the mentor having expertise in the particular areas they are assisting in. 3.2. Provide operational and tactical advice based on current Army doctrine during Battle Command Seminars and Exercises. Assist the training unit commander and the Exercise director in adjusting the exercise design and execution to meet the training objective for the exercise. 3.3. Provide written feedback to the BCTP Commander and Chief of Operations Groups on the doctrinal correctness of BCTPs Observer Trainer/Controllers and Opposing Force (included in post exercise report.) 3.4. Provide written and verbal observations to the Chief of Operations groups during the development of the After Action Review. 3.5. Attend seminars to facilitate the discussion of operational and doctrinal issues and how they relate to current tactics, techniques and procedures. Seminar location listed in enclosure 1. 3.6. Provide verbal and written feedback to the Armys senior leaders on recurrent deficiencies across units in the interpretation of doctrine. Written feedback is included in the post exercise report. 4.0. CONTRACTOR DELIVERABLES. 4.1. Exercise Report consisting of a review of the planning, preparation, and execution of the exercise/seminar. This should include comments on the exercise design, simulation support, and the scenario and be within 24 hours after the end of the exercise/seminar. Government data and information will remain with the government. 4.2. All deliverables will be provided to the COR for review and approval. 5.0. QUALIFICATIONS AND EXPERIENCE. The contractor shall provide personnel to accomplish the tasks with qualifications and experience as follows: 5.1. Personnel who have served in the U.S. Army in the grade of Lieutenant General (LTG). Army leadership doctrine FM 22.O stipulates that the mentor should be of equal or higher rank and have experience that the mentee is experiencing or is going to experience. 5.2. Have current operational experience as a LTG or GEN officer commanding US, NATO, and/or multinational forces in Afghanistan or Iraq. This experience needs to include experience employing current Army counter insurgency doctrine published in FM 3-24 in December 2006. 5.3. Knowledgeable of BCTP as defined in Army Regulation 350-3, The Combat Training Center Program, and TRADOC Regulation 350-50-3, The Battle Command Training Program. 6.0. PLACE AND TIME OF PERFORMANCE: 6.1. This effort will be performed at offsite seminar/exercise locations. The Contractor shall be expected to travel to off-site locations at various military installations, CONUS and OCONUS, in accordance with the BCTP exercise schedule. 6.2. The normal workday is an eight-hour period between 0700 hours and 1700 hours, Monday through Friday, exclusive of Federal Holidays. 6.3. Seminar and exercise workdays may include weekends and Federal Holidays based on the unit schedule. 7.0. GOVERNMENT FURNISHED EQUIPMENT. 7.1. Office space with furniture and access to telephone, printers, facsimile, and copying machine equipment at the exercise/seminar locations. 7.2. All necessary computer hardware, software, and other office automation equipment and services as required at the exercise locations. 7.3. Access to government LAN, e-mail account, and telephone personnel identification number. 7.4. Use of a classified storage container and area at the exercise/seminar locations. 7.5. General office supplies for use at the exercise/seminar locations. 7.6. Routine repair and maintenance of all government furnished equipment. 8.0. SECURITY: All contractor personnel engaged in the execution of this task order: 8.1. Shall possess a U.S. TOP SECRET clearance as specified in AR 380-67, Personnel Security Program. 8.2. Shall comply with DOD, DA, Ft. Leavenworth, and BCTP directives and governing SOPs if occupying a workstation in a secure area or facility.
