- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The US Army Corps of Engineers, Jacksonville District, intends to negotiate and award a contract on a noncompetitive basis in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements to RDJ Consulting, LLC, 699 Eureka Avenue, Silverton, Oregon 97381-2226, to provide technical assistance to the Corps of Engineers regarding the PSTA Demonstration Project (C-51/STA-1E Project) as part of the Everglades Construction Project to treat urban/agricultural drainage and to provide additional water to the Everglades. The U S Army Corps of Engineers has been pilot testing a biotechnology known as the periphyton stormwater treatment area to achieve greater phosphorus reduction. The STA-1E Demonstration Project includes operating Cells 1 and 2 at differing hydraulic loading rates and differing hydraulic retention times in differing types of substrate. The field demonstration is to be conducted over a 24-month operation period and will be used to determine the optimum design parameters, operational parameters, and recommendations for full-scale implementation of PSTA for STA-1E. Additional 3 years of design services and monitoring for full scale implementation will be necessary. The full duration of this contract is envisioned to last 5 years. Evaluation of design parameters, operational parameters, and recommendations for full-scale implementation of PSTA for STA-1E is a requirement of this project. The technical support for these evaluations to the U.S. Army Corps of Engineers will be provided by RDJ Consulting. The North American Industry Classification System (NAICS) for this requirement is 541690 and the size standard is $7.0 Million. The sole source determination is based upon the knowledge, skills, and expertise possessed by Dr. Ronald Jones, sole proprietor of RDJ Consulting, LLC. An award to any other source would affect the U S Army Corps of Engineers' ability to provide the technical information required, and would not provide any cost savings to the Government. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
