- The Mission and Installation Contracting Center intends to procure Defensive Driving and Vehicle Bomb Search Training for the The United States Army Security Assistance Training Management Organization (USASATMO or SATMO) at Fort Bragg, North Carolina. The contractor shall train students on the key aspects of driving necessary to adjust to foreign driving practices and to situations requiring advanced vehicle handling skills to evade or escape danger. The contractor shall present a one-hour lecture/conference on vehicle dynamics including an orientation of the following practical exercise, and the tactics, techniques and procedures of a vehicle bomb search. After the conference, trainees drive to a training site where the contractor shall conduct vehicle exercises in which each trainee performs all required tasks as the driver. The instructor(s) shall also demonstrate a vehicle bomb search, and shall conduct and critique a practical exercise for each trainee on the vehicular bomb search. The contractor shall present one hour of conference/lecture type instruction on vehicle dynamics in a SATMO classroom. The instruction shall include graphic (MS PowerPoint or video) aids to show the principles involved wherever possible. The contractor shall transport trainees to a training site and conduct defensive driving demonstrations/practical exercises in which each trainee executes a minimum of five iterations of all the following maneuvers in contractor vehicles, after having seen the contractor demonstrate and explain the maneuver. The contractor shall be in the passenger seat of the vehicle during trainee performance, and no more than two other trainees will be in the rear seat. At the completion of each exercise the contractor shall critique each trainees performance and provide any recommendations to correct problems or improve the skill.. At the site of the driving practical exercise, the instructor(s) shall conduct a demonstration and explanation of an appropriate bomb search on a vehicle. The instructor(s) shall then hide various inert devices on the vehicle and have trainees find them. The instructor(s) shall supervise and critique the trainees bomb search. This training may precede or be concurrent with the practical driving exercises, but must follow the conference part of the training. The Period of Performance will be 12 months after date of award with four option periods. The designated NAICS code is 611699 for this effort, the size standard is $7 mil. This is a total business set aside procurement. Solicitation Number will be W911S0-09-R-0004.
