ANSWERS IN RESPONSE TO QUESTIONS FOR W91WAW-08-R-0146 Court Reporting and Transcription Services (Q)1. If the work is to be performed at the contractor's facility, we assume that you are looking for court reporters/transcribers of recorded audio proceedings? Could you explain the process? (A)The contractor will supply court reporters and all equipment necessary to provide verbatim reporting of ASBCA proceedings, which are held world-wide. The contractor will then provide verbatim transcripts of the reported ASBCA proceedings. (Q)2. We I noticed in the solicitation on page 20 of 77 under security requirements that the Contractor is required to have a SECRET clearance granted by the Defense Security Service (DSS) at time of proposal submission. I would like to note that this severely limits open competition. We have several clearances from various Government agencies but not a Secret DSS clearance. Does this mean that would be excluded from bidding on the ASBCA solicitiation? (A) Contractor and subcontractor personnel who will be involved in processing classified information shall have current U.S. SECRET security clearances. The personnel security clearances do not have to be issued by the Defense Industrial Security Clearance Office or by the Defense Security Service. Contractor or, if Contractor subcontracts the processing of classified information, its subcontractor shall have a SECRET facility clearance granted by the Defense Security Service. (Q)3.I am in receipt of the above-referenced solicitation. Can you clarify the location the services are to be held, please? The solicitation indicates Washington, DC and I am unclear if that is where the services are to be held or just the office which is seeking the bid for another area. I am in eastern NC and would not bid on a contract in the DC area. I will await your reply.
