Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ 815307 and solicitation is issued as a request for quotation (RFQ). This is a total small business set aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29. Period of performance is anticipated to be 12 months with four (4) additional Options years. The National Institute on Aging (NIA) has a need for a daily messenger service between specified locations of Buildings 1, 10, 12A, 16A, 21, and 31 on the NIH campus, the Gateway building, located at 7201 Wisconsin Avenue, Bethesda, MD 21224, Executive Plaza North and South Buildings, Democracy Plaza and Rockledge 1 and 2. For a map of the NIH Campus and other NIH building, see the following web page:http://parking.nih.gov/visitor_access_map.htm The contractor shall sort and distribute mail and parcels in both Building 31 and The Gateway Building. The Contractor will also hand carry and deliver mail to the above building designations. The NIH will provide bins and mail slots designating outgoing and incoming mail by Building and/ or Building-Room areas. The NIH shall provide rosters for its employees in both Building 31 and the Gateway Building. The Roster will include the names and room numbers of the NIH employees to facilitate the working process. The NIH shall also provide a canvas bag for the messenger's use in carrying the mail, and dolly for boxes. The Contractor is responsible for the following: On every Government workday, Monday through Friday, the contractor shall pick up any NIA mail and small parcels going to the destinations shown on the attached table beginning with the initial pick up in Building 31 at 9:30am and ending with the final pick up, sorting and distribution at 3:30 pm in Building 31. The mail courier will be responsible for pick up, delivery, sorting, and distribution of NIA mail and small parcels in the Building 31/Room 2C12 stop at 3:30pm. The Contractor's mail courier will be available for a total of eight (8) hours each day. Please see the attached Mail Delivery Schedule The Contractor shall assure that the messenger/mail sorting service described herein will be provided in full, every Government working day during the contract period. In the event of adverse weather or other such conditions, i.e., heavy snow and or icy conditions, the Project Officer or designee, will determine if the performance should continue and will notify the Contractor as to his decision. The Contract will not be required to perform if an official announcement is made to close the Federal Government by The Office of Personnel Management (OPM). It is the Contractor's responsibility to notify the Project Officer when there are unusual delays in messenger service. The Contractor shall be primarily responsible for training new personnel. The Contractor employees will not be supervised by any Government employees. The Contractor will provide an off-site Project Manager for supervisory purposes. Please note that in order to obtain an NIH Service Provider Contractor ID card and NIH Notice and Authorization for Release of Information form must be completed and returned to the NIH Division of Police located on the NIH Bethesda Campus Building 31 Room B3B17. Special Needs (to be provided by the Contractor): • Dolly (hand truck) for heavy boxes • Telepaging device for communication purposes • Delivery vehicle for transportation purposes Reference FAR 52.212-2, 52.212-3, and 52.212-4. Specific evaluation criteria are as follows: • Ability to provide services on time and in an efficient manner • Past Performance Offerors will be evaluated on a best value basis In order to be considered for an award, offeror must have completed the online electronic Representations and Certifications located at htp;://orca.bpn.gov/ in accordance with FAR 4.1201 (a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
