- NASA/JSC plans to issue a Request for Proposal (RFP) for the following Commercialitem/services: Printing and Mail Support Services (PAMSS) Follow-On to support JSC, the Sonny CarterTraining Facility (SCTF), and Ellington Field in Houston, TX. The products and servicesare broken into two primary activities (1) duplication and printing and (2) maildistribution.NASA/JSC intends to issue a single award Indefinite Delivery Indefinite Quantity (IDIQ)Firm Fixed-Priced contract with a maximum award value of $9.5 Million and a 5-year periodof performance. The period of performance will include a 2-year base period and three1-year option periods. This procurement is a competitive HUBZone business set-aside. Offerors are solicited onlyfrom small business concerns expressly certified by the Small Business Administration(SBA) for participation in the SBA's HUBZone Program. The NAICS Code and Size Standard are 323115 and 500 employees, respectively.The anticipated release date of Draft RFP is on or about February 13, 2009, with ananticipated due date for comments of on or about February 27, 2009. The draft RFP willallow interested parties the opportunity to submit questions, comments, and innovativeideas. Moreover, in accordance with NASA Federal Acquisition Regulation1815.201(c)(6)(A), prospective offerors are also requested to identify any unnecessaryand/or inefficient requirements. The anticipated release date of the Final RFP is on orabout March 23, 2009, with an anticipated proposal due date of on or about April 30,2009.The PAMSS Follow-On website is located at http://procurement.jsc.nasa.gov/pamss/ An Industry Day will be held on January 12, 2009. See the attached Industry Dayannouncement or access the PAMSS Follow-On website for additional details. All responsible sources may submit an offer which will be considered by the agency.An ombudsman has been appointed. See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World-Wide Web (WWW) server, which may beaccessed using a WWW browser application.
