- This is a pre-solicitation notice for the service to provide the Environmental Sampling and Analysis service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Synopsis will be as follows. A separate written solicitation M67400-09-T-0004 will be issued as a Request for Quotation on or after 4 December 2008. This solicitation is limited to local sources only located in Japan in accordance with FAR Sub-part 5.202 (12). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29 and Defense Acquisition Circular 91-13. DPAS Rating is DO-S-10. The North American Industrial Classification System codes are 541620 and the business size standard is NTE 5.5 million. Descriptions of services as follows:Environmental Sampling and Analysis (Basic year with four (4) option years). NOTE: CONTRACTOR'S MUST POSSESS A JAPANESE BUSINESS LICENSE OR OTHERWISE HAVE AUTHORIZATION TO PERFORM SERVICES IN JAPAN IN ACCORDANCE WITH DFARS 252-225-7042 CLAUSE ENTITLES, "AUTHORIZATION TO PERFORM" The Government intends to make a single award which is the most advantageous to the Government on the basis of best value evaluation process. The Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition. Responsible Offerors must be active in the Central Contractor Registration in accordance with DFARS 252.204-7004 unless you qualify under an exemption. DUNS, TIN and CAGE Code must be written on submitted proposal. The solicitation (Request for Proposal), when it is released it will available electronically at the following web sites http://www.neco.navy.mil and/or http://www.fedbizopps.gov/ under solicitation M67400-09-T-0004. The solicitation also will be e-mailed upon a written request to the Point of Contact listed. Offers can be mailed, faxed, or e-mailed to the Contracting Office, U.S. Marine Corps RCO, MCB CAMP S. D.
