- INTRODUCTION This is a Sources Sought Synopsis announcement to seek market research information on businesses capability of providing the services described in the below Scope of Work. It is a market research tool being used to determine potential sources prior to determining the method of acquisition and issuance of a Request for Proposal or Invitation for Bid. THIS IS NOT A SOLICITATION FOR PROPOSALS OR BIDS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. The U.S. Army Corps of Engineers, Kansas City District has been tasked to solicit and award a Design-Bid-Build Construction project for a Digital Multi Purpose Range Complex (DMPRC) located at Fort Riley, Kansas. The Government proposes to issue a firm fixed price type contract for this project. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. We are looking for firms that qualify under the Small Business Programs mentioned in the Federal Acquisition Regulation Part 19. When submitting your response, please indicate under which program(s) your business meets this criterion. The purpose of this synopsis is to gain knowledge of interest, capabilities, qualifications, and to ensure there is adequate competition among the potential pool of available contracts to compete and perform a firm fixed price design build construction type contract. SCOPE OF WORK To modernize an existing Multipurpose Range Complex to a modified Digital Multipurpose Range complex that includes an additional maneuver lane and provides for urban operation engagements. The project will increase the overall footprint of the existing range and replacing most of the existing target emplacements and infrastructure. The additional new target emplacement include 77 Stationary Infantry Targets (SITs), 36 Stationary Armor Targets (SATs), 8 Moving Infantry Targets (MITs) and 3 Moving Armor Targets (MATs). Additional work to be constructed include; target maintenance roads, fire breaks, machine gun bunkers, fighting trenches, breach walls, a 5 building live fire village, hasty battle positions and mortar simulation devices. The earthwork required to construct new roads, target berms and battle positions is on the order of 175,000 to 250,000 cubic yards. The new range control facilities to be constructed include an After Action Review Building, Latrine, General Instruction Building, and an Instrumentation Dock. The existing control tower is required to be rehabilitated and an additional 2000 SF of space will be added to the structure. The installation of the actual target mechanisms and computer equipment to run the targets is not included in the scope of this project. ADDITIONAL PROJECT INFORMATION "Prior experience with construction of ranges of similar scope is required. "The magnitude of this project is between $25,000,000 and $100,000,000. "The North American Industry Classification System (NAICS) Code applicable to this acquisition is 236220. "The Small Business Size Standard for this acquisition is $33.5 Million. "The period of performance for this acquisition is 540 days. "Offerors must provide past experiences for evaluation. "Prior Government contract work is NOT required for submitting a response under this sources sought synopsis. "All technical evaluation factors and sub factors have not been assigned at this time. Description of each similar project completed by your company as a prime Contractor or as a significant subcontractor within the past five (5) years, including as much of the following information as possible: (a) dollar amount of the contract; (b) brief description of the technical requirements of that project; (c) contract type used on that project (e.g., firm-fixed-price, labor-hour, time-and-materials, cost-plus-fixed-fee, cost-plus-award-fee, cost-plus-incentive-fee, etc.); (d) indication of how long the services took to complete from start to finish; (e) name, address, point of contact and phone number of customer organization for which the work was done. 2. Current socioeconomic status of your company as it relates to (NAICS) Code 236220. 3. Indication of whether your company currently has an active registration in the Central Contractor Registration at www.ccr.gov. 4.
