- The purpose of this sources sought notice is to measure the interest and availability of other than large business firms, including HUBZone, 8(a) or Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB) or other Small Business concerns. Read the contract description and send a brief note of interest indicating your firm's size and overall capability; with additional descriptions on your firm's capability to perform these tasks in-house. Include your DUNS number and CCR CAGE code. Send this note as an email to pamela_kaelin@nps.gov no later than close of business on 17 December 2008. The NAICS code for this procurement is 541370 with a size standard of $4.5 million. For information concerning SBA size standards and NAICS codes, go to www.sba.gov. This is not a synopsis, nor is it a solicitation. The Intermountain Region of the National Park Service requires the procurement of surveying and mapping services in accordance with PL 92-582 (Brooks Act) and FAR Part 36. An upcoming announcement will result in the selection of one firm for negotiation based on demonstrated competence and qualifications for the required work. A-E services include surveying and mapping in Colorado, Texas, Utah, Wyoming, Arizona, New Mexico. Oklahoma and Montana. The contract will be a firm fixed price indefinite delivery indefinite quantity (IDIQ) contract with task orders. Each task order will have a specific scope of work. The tasks that will be required under the upcoming contract will include, but are not limited to the following items: Surveying: The establishment of geodetic control and mapping in remote locations using Global Positioning, as well as terrestrial survey methods, using equipment such as total stations, and laser scanning. Use of survey grade receivers and software are required for precise mapping and control locations. The control points need to be established to a high degree of absolute horizontal precision (0.02 m to 0.03 m), although this may be negotiated in remote site situations. The vertical precision is expected to be 2nd order or better. Data collection is expected to be primarily electronic. Field Research, reconnaissance and field measurements to boundary evidence and utility location may be needed. Topographic and planimetric surveys in steep, rugged terrain with limited vehicle access, may also be required, as will the establishment of appropriate control targets for photogrammetric. The firm will need to mobilize crews to any of the 8 states that NPS-IMR services and Surveying Registration as required in those states. Mapping: Production of maps, Triangular Irregular Networks, and digital terrain models from field data collected by terrestrial methods or remotely sensed (eg LiDAR, InSAR) will be required in AutoCad (ver-2008) and Civil3D(ver-2008) formats. Production of esthetically pleasing and spatially correct hard copy maps and exhibits for use by designers and project managers, will be based on NPS V.10 Cad standards (available on internet), using Autocad(ver-2008) and Civil3D(ver-2008). Preference will be given to firms having 360 degree Panoramic Digital Imagery capability, and using dynamic map point "click and view" digital photography technology. Spatially correct utilities field location and mapping is required. Labor Supply labor services including: Survey crewmembers capable of filling any position from manual labor to operating sophisticated, state of the art equipment to managing a survey crew to complete and specific task. Drafting services using Autocad (ver-2008) and Civil3D(ver-2008). Geodetic control analysis. Traffic control. Vehicle transport.
