Description
1. THIS IS AN UPDATED SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY TO DETERMINE THE AVAILABILITY OF POTENTIAL SMALL BUSINESS CATEGORIES, FOR POTENTIAL SET-ASIDES. NO AWARDS WILL BE MADE FROM THIS SOURCES SOUGHT. NO SOLICITATION IS AVAILABLE AT THIS TIME. THEREFORE DO NOT REQUEST A COPY OF A SOLICITATION. ALL RESPONSES WILL BE USED TO DETERMINE THE APPROPRIATE ACQUISITION STRATEGY FOR A FUTURE ACQUISITION. 2. Cannon AFB, NM is seeking sources interested in a possible contract to provide Opposing Forces (OPFOR) Range Support. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to conduct training missions in support of the 27th Special Operations Wing (SOW) to support operations on Cannon AFB, NM. The mission of the squadron is to train, equip, employ, and sustain flying squadrons for rapid worldwide employment in support of the full range of Special Operations missions. The force is required to rapidly deploy in support of joint operations in all physical environments, both night and day, and to provide the war fighting Commander in Chief's (CINC) the ability to project both air and ground forces to any region of the world in support of our national objectives. The OPFOR section provides a ground or water aggressor force against both personnel and aircraft during all types of training to include Survival Evasion Resistance and Escape training. The Contractor may be required to perform OPFOR missions at other locations, other than the Melrose Range Complex on land or water sites. The Contractor must be capable of operating a wide range of specialized equipment and vehicles to include watercraft, All Terrain Vehicles (ATV), highly mobile, multipurpose wheeled vehicles (HMMWVs), motorcycles, on foot, communication equipment, weapons, munitions, and to employ training weapons and explosive devices in the execution of all OPFOR related activities. The Contractor will be required to work irregular hours under high stress conditions sometimes associated with emergency situations. 3. All interested parties are invited to provide the following information for your company/institution and for any teaming or joint venture partners, provide examples of past experience on projects from Department of Defense, State and Local agencies that are similar in scope. Provide description, dollar value and government activity (i.e., West Point, City of New York, etc.): A. Company/Institute Name and CAGE code. B. Mailing Address. C. Point of Contact (to include phone/fax and e-mail). D. Web site, if applicable. E. State if your company is registered under NAICS code 611699 or not. F. State whether your company is small, small disadvantaged, woman-owned small, HUB-Zone, 8(a) certified business concern, service disabled veteran owned, or etc. G. State the size of your company in terms of personnel. H. Degree of experience conducting OPPOSING FORCES (OPFOR) scenarios and training to include, but not limited to, munitions and weapons handling experience (AF Form 483, Certificate of Competence, for explosives transport qualification, or civilian/Department of Defense equivalent), all-terrain vehicle qualifications, Highly Mobile Multipurpose Wheeled Vehicle (HMMWV) driver certification. I. Identify any past or current Government contracts for providing Evasion and Conduct after Capture Training (SERE training to include full spectrum resistance and hands-on resistance training laboratory) and expeditionary skills training within the last three years. J. Ability to field 25% of personnel who are graduates of AETC course, S-V81-A SERE Specialist Training and 50% of total personnel who have a minimum of two years experience instructing at a Level-C Code of Conduct course or other suitable SERE related experience. K. Organic training capability to qualify Evasion Conduct After Capture (ECAC) instructors. L. Ability to field expeditionary skills instructors who can also be trained to conduct ECAC training. M. Briefly describe how your company can satisfy the requirements described above, and your associated technical capabilities in 5 pages (one-sided, 12 pitch, Times New Roman) or less. 4.
