Description
Two Phase Design Build SOF Expand Training Compound, Fort Bragg, NC NOTE: Any prospective Offeror interested in obtaining plans and specifications for this solicitation must register on our website at www.fedbizopps.gov. Contractors can register to be put on a plan holders list that others can access through the FedBizOpps site. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the Offeror's responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments. Technical inquiries are to be submitted via Bidder Inquiry in ProjNet at www.projnet.org\projnet. For additional information or assistance, please contact Jennifer Murphy, Contract Specialist, at (912)652-6147 or via email at jennifer.l.murphy@usace.army.mil This Project involves the design, permitting, site preparation, and construction of a permanent two-story 55,000 square foot administrative classroom and ready building located in the Miller Training Complex. The building will include administrative areas, multiple classrooms, work areas, latrines, storage areas, and a ready state module which will include planning areas, sleep areas, latrines with showers and laundry facilities for 72 students. Supporting facilities include access roads, parking, sidewalks, sewer lines, expansion of existing septic field, electrical, mechanical, fire protection system, drainage, erosion control measures, security fence, retaining walls, landscaping, and construction of two 75,000 gallon ground storage tanks. The magnitude for this project is between $10,000,000 and $25,000,000. Options may be included in this contract. The Government anticipates Phase One documents to be issued on or about 22 December 2008. No more than five Offerors will be invited to participate in Phase Two. The following are the evaluation factors: Phase One FACTOR 1-1 Corporate Relevant Specialized Experience; FACTOR 1-2 Past Performance; FACTOR 1-3 Technical Approach Narrative. Phase Two FACTOR 2-1 Building Function and Aesthetics; FACTOR 2-2 Building Systems; FACTOR 2-3 Site Design; FACTOR 2-4 Proposed Construction Schedule and Summary Schedule. This project will be solicited on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 with a hub-zone evaluation preference utilizing a Two-Phase Design Build Request for Proposal in accordance with Federal Acquisition Regulation (FAR) Subpart 36.3. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror.
