- The Air Armament Center, 708th Armament Systems Group,Eglin AFB FL, is currently in a competitive Joint Concept Technology Demonstration (JCTD) between Alliant Techsystems, Inc. and Thales Missile Electronics. LTD. for the follow-on System Design and Development (SDD) and Production of the Hard Target Void Sensing Fuzes (HTVSFs). The HTVSF system is required to successfully integrate into the GBU-31 (V)3/BLU-109, GBU-28C/B, GBU-28D/B, and GBU-28E/B weapon systems. We are contemplating issuing a contract modification to existing contract FA8678-04-C-0024 with Raytheon Missile Systems Company to add a level of effort to incorporate modifications required to integrate the HTVSF into the GBU-28 guidance kit software. The other primary aim of this HTVSF support task is to provide technical support regarding the interface between the HTVSF and the GBU-28 guidance kit. The total estimated price for the modification is approximately $455,000. Interested parties must have rights to the technical data package(s) for the GBU-28C/B and a signed agreement with the HTVSF contractor(s) to permit sufficient access to the weapon and fuze system data necessary to conduct the required effort. Responses to this synopsis should be submitted for receipt by the Government within 15 days of the publication date and must state whether the potential source is a small business concern IAW FAR 52.219-1. Responders to this synopsis will not be provided with the results of the Government evaluation of their qualifying package. The NAICS Code/Size Standard is 336414/1000 employees. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. An Ombudsman has been appointed to address concerns from offerors and potential offerors. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Oficer, Contract Specialist, or Program Manager.
