Description
The National Cancer Institute (NCI), Laboratory of Cell Biology (LCB), plans to procure on a sole source basis, a service contract regarding the Government owned Tecnai F30He (Polara) Microscope with FEI, Company, 5350 NE Dawson Creek Drive, Hillsboro, Oregon 97124. The North American Industry Classification System Code is 811219 and the business size standard is $7M. This acquisition will be conducted under the procedures for acquiring commercial items as authorized in FAR Part 12 and under the authority to use simplified procedures for commercial items as provided in FAR 13. Only one award will be made as a result of this solicitation. Modern Electron Microscopes such as the Tecnai F30He (Polara) Microscope manufactured by FEI Company is a highly complex instrument requiring continuous servicing by FEI factory trained, qualified engineers. The instrumentation encompasses high vacuum components, electromagnetic lenses, ion beam source, CCD cameras, pneumatic systems all highly integrated into computer controlled access to the various microscope functions. It is detrimental to the NCI research objective any time the microscope does not perform tSerhis function. FEI Company shall provide all labor, material, equipment and major parts included in coverage. All maintenance services shall be performed in accordance with the manufacturer’s standard maintenance practices. Contractor shall provide two (2) scheduled preventative maintenance inspections, bi-annually. In the event of software updates, the contractor shall provide Software Service in accordance with the manufacturer’s latest established service procedures, to include telephone access to technical support for use of program software and trouble shooting of the operating systems, at no additional cost to the Government. Contractor shall provide telephone support for repair and maintenance of the equipment, Monday through Friday 8am – 5pm as calculated based on time zone in which the instrument is located. Period of Performance shall be from award date and lasts twelve (12) months. FEI, Company is the only known source that can provide the aforementioned service agreement to maintain the highest level of professional care in operation and maintenance. There is a complex level of digital access to the Polara electron microscope and its systems permitted only to the qualified FEI service engineers. In addition, the proprietary FEI Software controlling the microscope is constantly being upgraded and this can only be done by qualified FEI service engineers. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 11:00 AM ET, December 15, 2008. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
