Description

This Statement of Work (SOW) addresses the requirements of the Federal Communication Commission’s (FCC) Auction Program for the collection of auction upfront payments. Detailed desk instructions are required and should be developed by the successful vendor to accommodate the needs of this cash flow. The FCC seeks to establish a fully collateralized, interest-earning, time deposit investment account with a Qualified Financial Institution (QFI) ) in accordance with 31 CFR Part 202 and 380. The interest will be posted on a weekly basis from day of deposit until 45 days after the close of an auction. The designated QFI must supply a secure on-line mechanism that: (1) enables the FCC to view and print various reports relating to incoming and outgoing wire transfers; and (2) enables the QFI to initiate wire transfers for the purpose of refunding amounts on deposit to eligible auction participants and to the Telecommunications Development Fund (TDF).
