Description
The purpose of this notice is to synopsize a proposed contract action in accordance with FAR Subpart 5.2. The Department of Health and Human Services, Office of the Assistant Secretary for Preparedness and Response, Biomedical Advanced Research and Development Authority (BARDA) is seeking to acquire the services of a Contract Research Organization to conduct serological analysis for human clinical testing of vaccines comprised of H5N1 antigens and adjuvants manufactured under BARDA contracts. The results of this study will be used to support the filing of an Investigational New Drug (IND) application by NIH and BARDA for clinical evaluation of these vaccine formulations as part of an interagency study to improve U.S. pandemic preparedness. Eligibility requirements for the solicitation include the following: (1) accreditations from applicable local, state, and federal agencies to perform human serology analyses, (2) compliance with Good Laboratory Practices regulations (21 C.F.R. Part 58), (3) use of HAI and MN assays that are qualified for at least one pandemic flu strain (H5N1) for testing human sera from clinical trials, and the protocols and final reports must have been submitted to FDA for their review. The Government intends to conduct a commercial item acquisition (FAR Part 12) in conjunction with Simplified Acquisition Procedures (FAR Part 13). Request for Quotations No. RFQ-BARDA-09-30 will be available electronically through FedBizOpps on or about December 10, 2008. The estimated award date is February 2009. BARDA intends to award one contract from this solicitation. The anticipated award will be a Firm Fixed Price contract. Additional details and requirements will be described in the solicitation. It is the quoter's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential quoters will be responsible for downloading their own copy of the solicitation and amendments (if any). Any responsible offeror may submit a quotation that will be considered by the Government. This notice does not commit the Government to the award of a contract. Only email requests, directly from the requestor, for this solicitation will be accepted. No collect calls will be accepted. No facsimile transmissions will be accepted. All responses should be identified with RFQ No. RFQ-BARDA-09-30, name of firm, name of requestor, mailing address, telephone number, fax number, email address and should be submitted to the Contracting Office Address identified in this notice.
