Description
1. CONTRACT INFORMATION. The U.S. Army Corps of Engineers, Portland District, proposes to contract for geologic and geotechnical engineering services. An Architect-Engineer (AE) indefinite delivery contract will be awarded under this solicitation. The contract shall be for a base period of one year at $2,000,000. The contract shall contain the option of four additional periods of one year, at $2,000,000 each. An option period may be exercised at the discretion of the Government before expiration of the previous period. The estimated start date is September 2009. The contract will be available for use by other USACE elements. This announcement is open to small businesses only. The size standard for this procurement is $4.5 million. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employees office location (not the location of the work). To be eligible for contract award a firm must be registered in the DoD Central Contract Registry (CCR). Register via the CCR Internet Site at http:www.ccr.gov or by contacting the CCR Help Line at 1-800-227-2423. 2. PROJECT INFORMATION. Typical services to be provided under this contract will include geotechnical and geologic evaluation and analysis, foundation and embankment design, geologic mapping, materials testing, explorations, instrumentation, report writing, and inspection. The selected firm must be able to produce engineering drawings in a CADD application and provide drawings to Portland District on electronic media (CD or DVD). These design drawings shall be produced in compliance with USACE CADD standards and must be delivered in the current Microstation version. Construction cost estimates will be required in USACE Micro Computer Aided Cost Estimating System Second Generation (MII). The following services may be required under the contract, but wont be a basis for selection: report preparation, planning reports, design analysis and reports, and plans and specifications; HTW investigation and analysis including field investigations, site characterization, analysis and evaluation of remedial actions; cost estimating, and Engineering During Construction and inspection services. Specifications shall be prepared using Unified Guide Specifications using SpecsIntact software. 3. SELECTION CRITERIA. Department of Defense regulations with regard to the selection of A/E firm is based on the professional and technical qualifications necessary for the performance of the required services rather than competitive bidding procedures. To be considered for selection, responses must comply with the requirements of this announcement and must be submitted prior to the closing date. Selection criteria for this contract will be based upon the following, listed in descending order of importance (first by major criterion and then by sub-criterion). Criteria a-f are primary, criteria g-h are secondary, used only as tie-breakers among technically equal firms. a. Specialized Experience. Demonstrated specialized experience and technical competence in the following areas. Experience must have been performed within the last three years. (1) Foundation and embankment design including seepage, settlement, bearing capacity, stability, and seismic analysis of existing structures. (2) Engineering geology: Rock mass design, including design of surface excavations and underground openings, analysis of rock foundations and slopes, and design of rock supports; and foundation grouting. (3) Evaluation and analysis of soil and rock conditions and properties, slope stability studies, ground water studies, dewatering analysis and design, and seismic ground motion studies. (4) Site investigations (surficial), geologic mapping, and subsurface interpretations. (5) Instrumentation installation and maintenance including inclinometers, pressure meters, monitoring wells, and piezometers. (6) Explorations, which may include geophysical explorations, groundwater and water well investigations; landslide investigations; marine (over-water) investigations; drilling, sampling, and logging of soils and rocks; and insitu testing. (7) Laboratory testing for determination of soil and rock material properties. (8) Report preparation including geotechnical data reports, analysis reports, Design and Documentation Reports, post-construction reports, and preparation of plans and specifications. (9) Engineering during construction and inspection services. b. Professional Qualifications. Evaluation of professional qualifications of personnel to be assigned to the project will consider education, training, registration, and longevity of relevant experience. Personnel provided for these services must be professional engineers or geologists with experience in geotechnical investigations and design. The following disciplines will be evaluated: Project Manager, Geotechnical Engineers, Geologists, Geophysicists (note: registration not required) Earthquake Engineer c. Knowledge of Locality. Familiarity with geologic and geotechnical conditions within the boundaries of the U.S. Army Corps of Engineers, Portland District. d. Quality Control. Description of quality control processes used by the firm. Description of management approach firm would use on contract if successful offeror. Should address coordination of disciplines and subcontractors, and include organization chart showing inter-relationship of management and design team components. e. Past Performance. Past performance on contracts with Government agencies and private industry with respect to cost control, quality of work, and compliance with performance schedules. f. Capacity. The capacity to perform multiple task orders concurrent in the required time, flexibility to add resources when required, and strength of project management to include communications, project tracking, and issue resolution will be clearly documented. g. Small Business Participation. In the event of a tie, the extent of small business, small disadvantaged businesses, women-owned small businesses, historically black colleges and universities, and monitory institution, veteran owned small businesses, and service disabled veteran owned small businesses in the proposed contract team will be considered. This information shall be clearly presented in the submittal. h. Volume of DOD Work. In the event of a tie, the volume of DOD contract awards within the last 12 months will be evaluated. 4. SUBMISSION REQUIREMENTS. A-E firms which meet the requirements described in this announcement are invited to submit one copy of Part I and Part II of the SF 330 (6/2004) for the prime and all consultants, to the below address not later than close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday or Federal Holiday, the deadline is the close of business of the next business day.
