Statement of WorkCivil Engineering, Port Development and Marine Terminal Design The Maritime Administration is working with a number of U.S. State, local and Territorial port authorities to assist in the development of new marine port facilities, redevelopment of existing port facilities, and expansion of terminals. The Maritime Administration is seeking a firm to assist with the following activities:"General Consulting Services "Conceptual Terminal Planning, Design and Layout "Strategic Master Planning and Economic Impact Analysis "Sustainable Design and Environmental Planning "Logistics and Market Analysis, including Trends "Site Selection and Site Civil Engineering "Terminal Feasibility and Return on Investment/Financial Analysis "Terminal Operations Analysis and Technology Evaluations "Equipment Selection and Acquisition "Final Engineering and Architectural Design for Construction"Evaluation of port terminal acquisition as an advisor and port consultant"Preliminary evaluation of port terminal acquisition"Services as technical consultant for development of port, terminal and infrastructure"Development of detailed proposals to assist clients in port development"Evaluation of alternative uses and business concepts for existing marine terminals"Attendance at management presentations and site inspections"Advice on competitive aspects and bid prices for the assets"Review of proposed facilities design, changes and "Development of expansion plans for on-dock and off-dock terminal expansions"Development of plans of cargo handling activities within an existing footprint to optimize capacity and traffic flows and to avoid both traffic bottlenecks and operational conflicts "Project Presentations These services may be needed for the planning, design and analysis of following facility types:"Maritime Container Terminals and Container Freight Stations "Refrigerated Marine Terminals "Intermodal Rail Terminals "Integrated Intermodal Logistics Parks and Distribution Centers "Cruise Ship Terminals and Passenger Facilities "Automobile Terminals and Vehicle Processing Facilities "Neo-Bulk Terminals (Lumber, steel, multipurpose, etc.), Break Bulk Terminals "Dry and Liquid Bulk Terminals "Agile Port Terminals and Systems "Agricultural Inland Port Terminals "Military Maritime and Intermodal Port Terminals Philadelphia Regional Port Authority Marine Cargo Terminal GrantThe Maritime Administration has a current need for the review of conceptual designs involving a container terminal being redeveloped from a grounded top-pick facility to a semi automated rail mounted gantry type facility. The task is to review a proposed design (see next page) based on a computer simulation of the existing facility (see below and next page) to determine feasibility, estimated cost, and probable completion time line.
