- This project includes but is not limited to: provide primary care services to eligible veterans assigned to the contractor by the South Texas Veterans Health Care System (STVHCS), 7400 Merton Minter Blvd., San Antonio, TX 78229. NAICS Code is 621999; Size Standard is $9 million. This procurement is for full and open competition (Unrestricted). This procurement is being conducted IAW FAR Part 12, and Part 15. The government intends to make a single award, but reserves the right to make multiple awards. Award will be made on a competitive basis to the responsible offeror(s) responding to this solicitation that provides the best value IAW the solicitation requirements. Contract will be based on an all inclusive capitated rate. Initial primary care visits will consist of physician's exam, clinical assessment diagnosis and treatment. Services are to be provided at the contractor's site. Specialty consultation and more extensive diagnostic workups (e.g., Cardiology, Pulmonary, Dermatology, and Computerized Axial Tomography) shall be referred to the STVHCS. The STVHCS requires the contractor to utilize the VA's laboratory service and radiology service for veteran patients. The contractor will need to access the VA's VISTA and CPRS computer system to schedule patient visits, send electronic consults, input and view laboratory and radiology results, view changes to the VA formulary, input laboratory orders, x-rays and medications and to access patient's medical summary to put in and view all progress notes and medical information in accordance to the VA policies and system applications. The contractor will provide at their own expense, computer equipment and software as outlined in the solicitation. This solicitation covers provision of Primary Health Care support to be located within the limits of, Alice (Brooks, Duval, Jim Hogg, and Jim Wells Counties), Beeville (Bee, Karnes, Live Oak, McMullen, and Refugio Counties), Kingsville (Kleberg County), Eagle Pass (Dimmitt and Maverick Counties), Del Rio (Crockett, Kinney, Schleicher, Sutton, Terrell, and Val Verde Counties), and Uvalde (Edwards, Frio, Real, Uvalde, and Zavala Counties), Texas. It is acceptable to propose consolidation of clinics into one regional clinic for the following: Alice and Kingsville into one clinic in location. Veterans to be serviced under this contract reside primarily in Alice (Brooks, Duval, Jim Hogg, and Jim Wells Counties), Beeville (Bee, Karnes, Live Oak, McMullen, and Refugio Counties), Kingsville (Kleberg County), Eagle Pass (Dimmitt and Maverick Counties), Del Rio (Crockett, Kinney, Schleicher, Sutton, Terrell, and Val Verde Counties), and Uvalde (Edwards, Frio, Real, Uvalde, and Zavala Counties) in Texas but are not restricted to those counties. The VA Medical Center, South Texas Veterans Health Care System, Texas shall be responsible for credentialing physicians. Credentialing and Privileging shall be in accordance with VHA Handbook 1100.19 dated October 2, 2007. The contract period is for one year from date of award with four (4) additional one-year options. The solicitation will be posted on or about December 5, 2008. Offers will be due January 6, 2009, 12PM CST. No hard copies will be distributed. Any amendments issued to this solicitation will also be available at this URL address. Amendments to the solicitation will be posted at http://www.fedbizopps.gov.
