Description
The National Guard Bureau (NG) is conducting market research for potential sources that can provide real-time video assessment and digital imagery collection for a host of users including Incident Commanders, first-responders, State and local leadership, Federal partners and the national-level leadership. Real-time Full Motion Video (FMV) is widely considered the best operational intelligence support available for effectively deploying forces and responding to continually evolving circumstances during a crisis. Consequently, FMV requirements from a full spectrum of consumers are growing exponentially. The NG requires the ability to provide real-time video and digital Imagery directly to end users The system shall enable video streaming and other sensor data distribution, from multiple sensors, Maintain a high level of data security. Security shall be maintained by application of 128 bit encryption on the wireless links using NSA approved algorithms and physical security on the non-wireless portions of the network. The system shall also offer the ability to interact with government furnished crypto logic System shall include sensor data servers that encode, archive, distribute and stream video/sensor data simultaneously and with minimal latency. The system shall be inherently self-sufficient and include video streaming network support for secure distribution of streaming video to multiple users Video streaming servers shall support Windows Media, Real Media, MPEG2, MPEG4, and Divx formats The system must be capable of receiving and re-transmitting Line-of-Sight (LOS) and Beyond Line-of-Sight (BLOS); with real time video at 30 frames per second (fps) plus telemetry (NTSC RS-170 interfaces output with digital compression capabilities). Minimum of 30 nautical miles (NM) range with transmission antenna at 1000 ft above ground level (AGL) and receive by an Omni-directional antenna at not more than 10 ft AGL. The NG intends to contract for this efforts in FY 2008 with a three year period of performance (one year base with two one year options). It is the intention of the NG to own the Technical Data Packages for system development within the NGB (National Guard Bureau). Contractors shall submit a capability statement that provides the information requested in paragraph 1 of this document. 1. Contractors shall describe their capabilities related to the design, development, testing, qualification, safety engineering, information assurance, production, integration, training, video assessment, digital imagery, and real-time video and digital imaging. Contractors shall describe their ability to conduct real-time video assessment and digital imagery collection capabilities, quantities produces, and be prepared to demonstrate or show samples of real-time video and digital imagery. 2. Contractors electing to respond should contact Joe Bowe, Contract Specialist (contractor) by electronic mail at joseph.bowe1@us.army.mil not later than December 21, 2008 indicating their capabilities. Contractors shall submit a capability statement that provides the information requested in this document. Capability statements should not exceed ten 10 pages inclusive of the cover sheet.
