- This is a SOURCES SOUGHT NOTICE. The US Army Corp of Engineers, Humphreys Engineer Center Support Activity is seeking potential sources capable of developing an Ecosystem Contextual Narrative for the International Upper Great Lakes Study (IUGLS) that is a fact-based and objective overview appraisal of the environmental/ecosystem impacts of potential changes in water level regimes on Lakes Superior, Michigan, Huron, St. Clair and their connecting channels. This will be used by the Study Board and the International Joint Commission (IJC) in communicating with the public, or for use in products made directly available to the public. Task to be completed shall include preliminary draft report with the following section completed: 1) General Context, 4) Key Baseline Conditions, 5) Key Trends risk assessment/sensitivity analysis, 6) Expected Consequences of changes, 7) Adaptive Behaviors and 9) sources. Integration of information collected from ETWGs complementary studies/research. It is anticipated that a firm fixed-price contract will be awarded. The anticipated period of performance will consist of date of award until the completion of the final report, which is due March 2010. This sources sought is for planning purposes only, and does not constitute a Solicitation for Bids/Proposals or Request for proposal and is not to be construed as a commitment by the Government. 1) Is your business a small business under NAICS code 541618 or 541620? 2) Does your firm qualify as a small disadvantaged business? 3) If disadvantaged specify if your firm is certified under Section 8(a) of the Small Business Act? 4) Are you a certified HUBZone firm? 5) Are you a woman-owned or operated business? 6) Are you a certified Service-Disabled Veteran Owned or Veteran Owned business? Please provide a capability statement addressing your organizations ability to perform as a prime contractor. Please provide only general capabilities relative to the work Responses to this notice must be received no later than 1:00 pm eastern standard time on 12 December 2008. Firms responding to this notice should state whether they are, or are not, a small business concern, a service-disable veteran owned small business, or HUBZone business concern as defined in FAR 52.219-1. it is the Governments intention to attract, solicit, and ultimately make a single award to a Small Business. Prospective vendor must provide proof of business size representation through the Central Contractor Registration (CCR) found at http://www.ccr.gov and Online Representations and Certification Application (ORCA) found at https://orca.bpn.gov. The Government will not pay for any information submitted in response to this announcement.
