- UPDATE (5 DEC 08): RESPONSE DATE FOR ATTACHED QUESTIONS TOINDUSTRY IS HEREIN CORRECTED TO READ "FRIDAY, 12 DECEMBER 2008". Request for Information 4, 4 Dec 08 GENERAL STATEMENTS The Government will neither award a contract solely on the basis of this RFI nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. Any Request for Proposals (RFP) will be issued electronically and will be posted on the FedBizOpps web site at www.fbo.gov. The construction effort to build the MILCON facility that will house the Research Altitude Chambers is already underway. For this reason the Government makes no promise to have any changes made to the facility. However, your feedback is extremely valuable in assessing any potential impacts to system integration with the MILCON facility as a result of the facility constraints. We understand that your specific designs are not complete and the results of this interchange of information are not contractually binding to any party. As you provide responses we ask that you are as specific as possible (e.g., statements like In order to reduce risk of installation problems and testing of the completed system, an estimate is that the minimum exterior door size of ___ feet by ___ feet is required are preferred versus The door size may be too small.). In addition to the facility constraints provided in the MILCON coordination document, there shall be no on-site external hydrostatic testing of the chambers nor is it allowable that a previously tested chamber be disassembled and re-assembled on-site because these options present unacceptable risk. Please keep this additional constraint in mind in your planning efforts. As time is of the essence, industry answers are requested by COB Wednesday, 12 Dec 08.
