- Request of Interest for Technetium-99 In-Situ Vadose Zone Detector Washington River Protection Solutions, LLC (WRPS) as a prime contractor to the U.S. Department of Energy is seeking businesses to provide an in-situ vadose zone technetium-99 detector to be used with a hydraulically-driven direct push unit. WRPS is characterizing subsurface plumes in and around tank farms at the Hanford Site in south central Washington. One of the techniques is to push down a hollow rod of 1.75 inches (inner diameter) and a bottom opening diameter of just over 1 inch. At selected depths, the inner rod (which is used to drive the rod) is withdrawn and a sampling unit is deployed. The sampling unit is withdrawn and the inner rod is reinserted to drive to a new depth. After the final sample (up to 300 feet below ground surface) is collected, the outer rod is withdrawn and the probehole is decommissioned. We desire a detector that can quantify the concentration of technetium-99 (at levels from <10 pCi/g of soil to 1,000 pCi/g of soil) either at selected depths just before or after sampling or continuously during decommissioning of the probehole. The deployed detector may be subjected to gamma radiation fields created by up to 108 pCi/g of cesium-137, but would not have to operate during that interval. Natural beta/gamma radiation background gamma levels come from potassium-40 at levels of 10 to 40 pCi/g. Natural alpha radiation background comes from uranium and thorium at levels of 1-3 pCi/g. Technetium-99 is the major beta emitter in the contamination plume for the depths of interest. The initial tasks are the creation of a development plan and the testing of the prototype detector in a laboratory of our choosing using split spoon samples retrieved from previous characterization efforts. The chosen vendor is not responsible for the laboratory testing, but will provide on-site consulting during the laboratory testing. The target dates for the laboratory testing are June 1 up to June 30, 2009. At the option of WRPS, the unit would be deployed in the direct push unit as part of one or more field tests. Finally, WRPS would at its option purchase such detectors for its use. Interested firms are invited to submit an expression of interest letter to include a response to the following: 1. A description of their system/technical approach. 2. A preliminary drawing/sketch of their concept. 3. A rough order of magnitude (ROM) cost estimate for all components. 4. A ROM schedule and any qualifying conditions for meeting the schedule. 5. A brief description of Quality Program. This is not a Request for Proposal, but a request for an expression of interest.
