Description

The Department of Commerce National Oceanic and Atmospheric Administration (NOAA)/Office of General Council, Silver Springs, MD is issuing notice of intent to negotiate a sole source procurement with The Standard Times. This requirement is for publications of Notice of Proposed Forfeiture. To effectuate the statutory provision for matters involving seized property worth more than $1,000, regulations require NOAA to publish a Notice of Proposed Forfeiture once a week for at least three successive weeks in a newspaper of general circulation in the Federal judicial district in which the property was seized. The Standard Times has the largest general circulation in the New Bedford area and affords the greatest breadth of public notice possible, which is consistent with the provisions in the Civil Asset Forfeiture Reform Act of 2000 (CAFRA). The statutory authority is 41 US 253(c)(1), Only One Responsible Source. The government intends to award a firm-fixed price purchase order for this requirement. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). The applicable NAICS code is 511110. Interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be submitted by 12:00 a.m. Eastern Standard Time December 20, 2008. This notice of intent is not a request for competitive proposals.
