Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Research, Development & Engineering Command Contracting Center intends to negotiate solely with Biokinetics and Associates, Ltd. to purchase three Ballistic Load Sensing Headform Systems. These systems will be used to assess the risk of Behind Armor Blunt Trauma (BABT) and to determine the peak force applied to the skull. By correlating the measured force to the risk of skull fracture for humans, a means of assessing shell dynamic rigidity and protective capacity can be achieved. It is anticipated that this action will be a Firm Fixed Price Contract with Firm Fixed Price Delivery Orders. Biokinetics and Associates, Ltd. is uniquely qualified for this effort, because they are the only known source for this kind of Ballistic Load Sensing Headform. It was developed by Biokinetics only and is manufactured by Biokinetics only. Biokinetics is the sole contractor capable of meeting the performance and delivery requirements for this equipment. No other contractor could deliver this type of system within 16 weeks from the date of award. All interested firms, regardless of size, that can demonstrate the ability to meet the Government's requirement shall submit a white paper of no more than 2 pages by 22 December 2008. The white paper shall include technical specifications, pertinent test data, cost, material safety data sheets (if applicable), and product availability. Offerors that submit a white paper that demonstrates an ability to meet this requirement will be considered for award.
