- The National Institutes of Health, Warren Grant Magnuson Center (Clinical Center), Department of Epidemiology and Biostatistics Section in the Rehabilitation Department has a requirement for an Health Services Researcher/Statistical Analyst to provide analytic and research support activities to insure smooth and uninterrupted implementation of the research projects that are underway within the Epidemiology and Biostatistics Section or that will be initiated by the Chief of Rehabilitation Medicine and/or the Section. Responsibilities include assisting in the execution of health services research and working as a team member to implement section and departmental objectives. This contractual position will be located in the Epidemiology and Biostatistics Section. Research responsibilities include: 1) assisting in the execution of RMD health services research including data file development, conducting statistical analyses and presenting results; 2) developing new research projects while adhering to the ethical guidelines and regulatory requirements for research involving human subjects; and 3) provide authoritative technical assistance, instruction, and consultation to RMD staff, residents, trainees, fellows, and students in areas of substantive expertise including statistical analysis, research design, and health services / disability research. There is a need for additional analytic and scientific support for ongoing and emerging population-based research projects. In order to meet this need, staff with expertise in population-based research methods, the associated analytical methods, and substantive expertise in disability-related public health issues, programs, and policies will be needed. This contract will provide funds to hire staff to provide these services. The health services researcher is responsible for: 1) Conducting high quality scientific research, working effectively with others and observing institutional policies. a. Initiate, plan, and execute research assignments. Contribute to project conceptualization and protocol development in consultation with senior analysts. The incumbent selects and applies appropriate statistical techniques for data analysis and presents analyses and analytic methods to supervisor and/or Chief of Rehabilitation Medicine for review. b. Independently gather detailed documentation from various surveys intended for analysis, develop a working knowledge of these surveys, and apply this knowledge to statistical analyses. c. Carry out detailed project-specific data preparation tasks including file Construction (such as file linkage and transposing event-level files to person-level files), variable construction / modification, and internal consistency checks. i. Exercise independent judgment in matters of variable definition and Choose appropriate statistical software packages for detailed data preparation activities and statistical analyses. ii. Prepare appropriate data file documentation (including analytic decisions and processes) and reference materials for data sources. iii. Prepare reports of substantive results for review. This includes an assessment of the adequacy and quality of data used in the analyses, explanation of analytic methodologies, and presentation of results. d.Conduct accurate statistical analyses of complex sample surveys; defend the Statistical validity of results and interprets results in conjunction with collaborators. e.Apply statistical techniques to produce meaningful tables, charts, and graphs Using Microsoft Office or comparable software. f. Substantively contribute to associated publications and reports. g. Develop and implement new research projects; present and publish results. 2) Providing authoritative technical assistance, instruction, and consultation to other investigators, both within and outside of RMD (including staff, residents, trainees, fellows, and students), in areas of substantive expertise including statistical analysis, research design, health services research methods, and disability-related research issues. a. Advise and direct RMD staff, residents, trainees, fellows, students, and research Support staff conducting statistical, technical, or other scientific work for research projects. b. Assist RMD staff (as well as trainees, etc.) with statistical analyses of data as Requested. i. Prepare data for statistical analysis including organization of data and Quality assurance; instruct RMD staff in these methods. ii. Select and perform appropriate statistical analyses; instruct RMD staff in These methods as appropriate. iii. Prepare meaningful tables and graphs using appropriate software as needed. iv. Advise and assist RMD staff (and trainees, etc.) with interpretation of results. c.Conduct in-services for the RMD as requested. d.Serves on thesis and dissertation committees as requested. e.Document statistical and technical consultations. 3) Demonstrating the ability to work well in a team, interacting effectively with a wide variety of RMD and Clinical Research Center staff. a. Interact collaboratively with other departmental members via meetings and Committees as assigned; work as a team member to implement departmental objectives. b. Demonstrate ability to communicate effectively, both verbally and in writing. Convey information accurately and completely. c. Prioritize and organize work; perform work in a manner that ensures tasks are Completed within established timeframes without compromising quality. 4) Performing additional duties as assigned. 5) Documentation of statistical and technical consultations using established Section Procedures; 6) Regular attendance and participation in meetings to monitor study progress. The incumbent will possess the qualifications required to perform this work including: 1) An educational background in public health, epidemiology, health services, health policy, medicine, sociology, or psychology reflected by an advanced degree (Masters or higher); [Note: Advanced degree/s in health services organization / research, health services administration, or health policy preferred] 2) Coursework, experience, or additional education using statistical software such as SAS, SUDAAN, SPSS, STATA, LISEREL, or NQuery; 3) Experience in research survey development and qualitative interviewing techniques; 4) Extensive experience in designing and implementing research studies with participation On a research team as a member and preferably as a project leader; 5) Knowledge of statistical methods for analysis of complex surveys; 6) Experience in the analysis of survey and other large data sets; 7) Experience preparing research proposals, technical reports, and scientific publications Including a successful publication record relevant to disability, disability programs, and/or health services; 8) Successful receipt of competitive grant funding for research; 9) Good organizational skills; ability to participate in several projects simultaneously and Follow-up on important project-related tasks in a timely manner; The ability to establish priorities, analyze problems, and make decisions and recommendations based on supporting data and judgment; The ability to interact effectively and collaboratively with other members of a research team; Effective communication, verbally and in writing; Recognition of and adherence to the highest ethical standards. This requirement is set-aside for small business concerns under the applicable NAICS code 541712.
