Description
The U. S. Army Corps of Engineers, Walla Walla District, intends to solicit and negotiate solely (as prescribed in FAR 13.106-1(b)(1) Soliciting from a single source) with Empire Disposal, North 905 Sumner, Colfax, WA 99111. A determination not to compete this proposed contract has been made Pursuant to 41 U.S. C. 253(c)(1), as implemented by 6.302-1, this requirement has been justified and approved in accordance with FAR 6.303 and FAR 6.304. This procurement is regulated by the Washington Utilities and Transportation Commission. The State has designated territorial agreements, G certificates, where Empire Disposal currently holds the certificate for the service area of this procurement. This procurement is being conducted under Simplified Acquisition Procedures (SAP) only one responsible source and no other supplies or services will satisfy agency requirements. The government intends to acquire a commercial item using FAR Part 12. The contractor shall provide the following services: Contractor shall provide all management, refuse containers (dumpster), tools supplies, equipment and labor necessary to endure that waste and refuse disposal services are performed at Lower Granite Dam and adjacent areas, Little Goose Dam and adjacent areas, Illia Housing, Illlia Dunes and Granite Rock. The principal areas covered by this contract are the recreation and visitor access sites on Lake Herbert G. West and Lake Bryan, Corps managed lands. The North American Industry Classification System (NAICS) for this requirement is 562111 and the size standard is $11,500,000. This notice of intent is not a request for competitive proposals. Any other interested organizations must submit a written statement of their capabilities and qualifications to fulfill this requirement to the identified point of contact as soon as possible, but not later than 2:00 p.m. Pacific Standard Time on December 15, 2008. Faxed and emailed statements are acceptable, but the senders bear full responsibility to ensure complete transmission and timely receipt.
