Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southeast Enforcement Division located in St. Petersburg, FL intends to add an additional 12 months to Purchase Order (PO) number WC133F-07-SE-0441 for the monthly rental of cold storage space for 106,680 pounds of seized frozen seafood, on a sole source basis from Atlas Cold Storage Holdings based on the following: 1) On or about April 18, 2006 the Southeast Enforcement Office seized 106,680 pounds for falsely labeled sole fillets stored at Atlas Cold Storage in Mobile, AL; 2) The illegal fish product is to remain in the custody of the NOAA Office for Enforcement until further notice; 3) To move the product to another storage facility would be an unnecessary additional expense to the Government and could compromise the quality of the product and the opportunity for resale. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive responses. However, all responses received within fifteen days after date of publication of this synopsis will be considered by the Government. Responses can be faxed to Sharon Walker at (816) 274-6983 or submitted via email to Sharon.walker@noaa.gov. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; the estimated cost per pound for storage, and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the following criteria: 1) Demonstrated technical ability to successfully provide the required cold storage space for 106,680 pounds of frozen seafood; 2) Location of storage facility; 3) Cost to the Government to relocate the seized product to a new storage facility. The applicable NAICS code is 493120. DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
