- Pre-solicitation Notice W9127S-09-B-0011: This Invitation for Bids (IFB) is advertised as UNRESTRICTED under the Small Business Competitiveness Demonstration Program under North American Industrial Classification System (NAICS) Code 238220 (Plumbing, Heating, and Air-Conditioning Contractors). The small business size standard is $14 million. Services provided will be both emergency services requiring a 2 hour response time including weekends and holidays and routine scheduled services in park and recreational facility areas under responsibility of the U.S. Army Corps of Engineers Greers Ferry Project Office located near Heber Springs, AR. Required services will generally fall under but are not limited to the Plumbing, Heating, and Air-Conditioning Contractors NAICS Code. The solicitation will include both the Davis Bacon Act and Service Contract Act Wage Determinations for the serviced area. Which Act applies will fall under the definition at DFARS 222.402-70(d) (Repairs versus maintenance). The proposed contract will be issued as an Indefinite Quantity/Indefinite Delivery (IDIQ) contract. Orders for services will be issued when repairs are required and funded. The proposed contract will be issued for a base period beginning 1 January 2009 or contract award date through December 31, 2009 and two annual option periods. Solicitation will be issued as an Invitation for Bids (IFB) and award will be made to the lowest priced qualified and responsible business. This solicitation will be issued via Internet only on or about December 19, 2008. Notification of amendments shall be made via Internet only, as well. It is therefore the contractors responsibility to check the following address daily for any posted changes to this solicitation. The Government will conduct a Pre-Bid Site Visit on January 6, 2009 at 10 a.m. CST. The site visit will be at the Greers Ferry Project Office located at 700 Heber Springs Road North Heber Springs, Arkansas 72543. Interested attendees are requested to provide their name and contact information to the Contract specialist no later than January 5 at 10 a.m. There will be a public bid opening. Plans and specifications will not be provided in a hard paper copy. This solicitation will be issued via Internet only. Notification of amendments shall be made via the Internet as well. It is therefore the bidders responsibility to check the following internet address daily for any posted changes to the solicitation. Contractors registered with the Federal Business Opportunities (FedBizOpps) http://www.fedbizopps.gov/ may view and/or download this solicitation and all amendments from the internet after solicitation issuance.
