- The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS) plans to procure on a sole source basis, an analysis of U.S. Hospital’s capacity to offer virtual colonoscopy and endoscopy services with Health Research and Educational Trust (HRET), American Hospital Association (AHA), One North Franklin Dr., 30th Floor, Chicago, Illinois, 60606. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-(b) (1). The North American Industry Classification System Code is 541720 and the business size standard is 7.0 M employees. The purpose of this project is to provide National Cancer Institute (NCI) staff with information on U.S. hospitals’ capacity to conduct virtual colonoscopy between 2005 and 2008. HRET staff will present findings from the data analysis and telephone interviews at the NIH State of the Science meeting. The period of performance for this procurement is 12 months from the date of award. The Health Research & Educational Trust (HRET) will analyze data from the 2005 – 2008 AHA Annual Surveys to explore the extent to which U.S. hospitals offer virtual colonoscopy and endoscopy services. The procurement is primarily related to colonoscopies but knowing if the facilities are capable of conducting endoscopies is also an indicator. The AHA Annual Survey, which is mailed to all hospitals in the U.S., has an annual response rate of approximately 85 percent. HRET will produce descriptive statistics on the percent of hospitals with virtual colonoscopy services, stratified by hospital ownership, size, geographic location, rural/non-rural (including identification of critical access, rural referral and sole community provider hospitals), safety net status, teaching status, system status (e.g., centralized, decentralized), and financial performance (measured as revenue – expenses). HRET will produce similar statistics for endoscopy services, and explore the extent to which hospitals are providing both virtual colonoscopy and endoscopy services. The contractor will provide a brief article suitable for publication. The article will be developed in partnership with NCI staff. Additionally, HRET will conduct 9 exploratory telephone interviews with Directors of Radiology or Directors of Imaging to explore issues surrounding the implementation and practice of virtual colonoscopy. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting on or before 11:00 a.m. EST on December 23, 2008. It is the vendor’s responsibility to ensure questions have been received by the contract specialist. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
