Description
Peterson Air Force Base, Colorado has a requirement for Precision Measurement Equipment Laboratory (PMEL) Services. This synopsis and following solicitation are issued with the intent to award a single contract to the successful offeror after a technical and past performance evaluation. General Information and Scope of Services: The Peterson Air Force Base (PAFB) Type IIB base-level Precision Measurement Equipment Laboratory (PMEL) supports aircraft, missiles, ground systems and other equipment. The PMEL inspects, tests, aligns, repairs, calibrates, certifies and maintains electronic, mechanical and dimensional Test, Measurement and Diagnostic Equipment (TMDE) for customers located in the surrounding area to include Peterson AFB, Schriever AFB, Buckley AFB, the United States Air Force Academy (USAFA), and Cheyenne Mountain Air Force Station (AFS). The PMEL also provides Fiber Optics calibrations for Kirtland AFB, F.E. Warren AFB, Malmstrom AFB, and Minot AFB; these calibrations are performed at the PAFB PMEL. On-Site calibration support is necessary for certain workload requirements. The contractor shall operate and manage the PMEL in accordance with (IAW) Technical Order (TO) 00-20-14-WA-1. The Contractor shall have sufficient personnel, having the necessary education, training, technical knowledge and experience for their assigned functions. PMEL managers shall ensure that training of personnel is kept up-to-date and consistent with employee assignments and development. Qualification, training, or certification records shall be maintained. The Contractor shall provide all vehicles, vehicle support and maintenance needed in performance of PWS requirements. This includes vehicle O&M expenses, fuel and lubricants, preventive maintenance, inspections, diagnostics, and repair parts and labor. Laboratory Certification and Assessment. The contractor shall perform measurements traceable through the Air Force Primary Standards Laboratory (AFPSL) to the National Institute of Standards and Technology (NIST) or other 562d Combat Sustainment Group (CBSG) approved sources to the degree that laboratory certification is maintained IAW TO 00-20-14-WA-1, Section 7. The contractor shall comply with laboratory certification assessment IAW TO 00-20-14-WA-1 Para 7.3 through 7.3.2.2(n). Submit corrective action plans if or when requested IAW TO 00-20-14-WA-1 Para 7.4.3. See attached Performance Work Statement for complete description of services. Period of Performance is from approximately March 1, 2009 thru September 30, 2009 with four one-year options. A firm fixed price contract is contemplated. This acquisition is 100% set aside for 8(a) Small Business Concerns. The North American Industry Classification System (NAICS) code is 811219 and the small business size standard is $6.5M.
