- Special Notice Announcement OPERATION AND MAINTENANCE (O&M) OF THE SATELLITE COMMUNICATIONS (SATCOM) FACILITY LANDSTUHL, GERMANY The Mission and Installation Contracting Command Information Technology, E-Commerce and Commercial Contracting Center-West (ITEC4-W), on behalf of The United States Army, 5th Signal Command requires a contract for non-personal services SATCOM Operation and Maintenance (O&M) services. The contractor shall augment the existing Government workforce in O&M of the Defense Satellite Communications System (DSCS), Standardized Tactical Entry Point (STEP), Teleport, Regional Hub Node, Ka-Band Satellite Transmit and Receive System (KA STARS) and Deployable Ku-Band Earth Terminals (DKET) at the SATCOM Facility located at Kirchberg Kaserne in Landstuhl, Germany, 24 hours per day, 7 days per week, 365 days per year including federal holidays and local national holidays. The SATCOM Facility encompasses all hardware and software associated with various SATCOM earth terminals (military SATCOM and commercial SATCOM); baseband subsystems; fiber optic systems/components; interface equipment; cabling and duct work; system monitoring equipment; heating, ventilation and air conditioning (HVAC); power support systems; and test, measurement and diagnostic equipment (TMDE). In addition, the contractor shall provide qualified personnel and all personnel administration, personnel management, training, and maintenance services. The requirement is Performance-Based and includes a Performance Work Statement (PWS) and a Quality Assurance Surveillance Plan (QASP) for performance metrics. The Government contemplates the award of a Firm-Fixed Price contract with time-and-materials CLINs on or about 28 July 2009. The period of performance is anticipated for one base year with four one-year option periods. A 30 day phase-in period is projected prior to the start of the base period. The solicitation will be issued as an unrestricted procurement. However, a small business subcontracting plan will be required by large businesses and a small business participation plan will be required for all offerors. The NAICS Code is 517410 (Satellite Communications) and the size standard is $15M annual receipts. This procurement is for the re-solicitation of services currently being performed under contract W91RUS-04-C-0032, awarded to Rome Research. Industry comments are being accepted on the draft documents, due by 18 December 2008. The Question & Answers will be posted to the ITEC4-W website.
