Description
The Department of Homeland Security (DHS), Office of Procurement Operations on behalf of Intelligence & Analysis (I&A) is seeking sources for a potential requirement to assist I&A, the Information Sharing & Knowledge Management Division (IM) in overseeing the information management and information sharing functions within I&A. Among these functions is that of assisting in providing Information Technology (IT) support to the Office specifically including developing, deploying, assisting I&A in maintaining, and evolving information management systems and processes for I&A analysts, managers, and support staff. BACKGROUND On January 24, 2003, President Bush established the Department of Homeland Security (DHS) to coordinate the national defense against terrorist attacks on the Homeland. DHS is responsible for developing and coordinating a layered defensive posture in which it assesses terrorist threats, identifies affected assets (whether critical infrastructure, key resources, or people), screens potential terrorists from entry, protects the borders and air travel, identifies and evaluates vulnerabilities and consequences of an attack to prevent, protect, or mitigate against attacks. DHS then develops and fields protective or mitigating measures, coordinates their implementation, and sets in place national response measures to take over should an attack occur. The Department’s Office of the Under Secretary for Intelligence & Analysis (I&A) is responsible for providing the full spectrum of information (intelligence and associated supporting information) support for the benefit of the Federal, State, and Local, Tribal, Major City and Private Sector level throughout the United States, its Territories and Possessions, and information necessary for the operation of the Department to secure the homeland, defend the citizenry and protect our critical infrastructure. STATEMENT OF NEED The Government is seeking an organization that can operate in the public interest with objectivity and independence, can fully disclose its affairs to the government, free from organizational conflicts of interest.” The contractor shall provide technical support to members of the intelligence, defense, and national law enforcement communities supporting the integrated homeland security/defense mission through separate projects and separate contract arrangements. The contractor shall manage its activities from a broad system engineering perspective, viewing DHS’s mission as an end-to-end information enterprise which is an integral component of the national (federal, state, local, public and private) homeland security system. At a minimum, through its management chain, the contractor support shall include: Architecture Development In providing architecture development support to I&A, the contractor shall provide personnel with domain, information technology, program management, and systems acquisition expertise to meet the following task requirements: Technical Strategy The contractor shall provide technical strategy support in support of I&A’s internal mission and its growing responsibilities in the area of developing an integrated intelligence enterprise management support capability. Program Strategy The contractor shall provide program strategy support. Program Execution The contractor shall provide program strategy support. This is not a Request for Quotation. Any information submitted by respondents to this synopsis is strictly voluntary. This Sources Sought Synopsis is in support of market research and being conducted by DHS to identify qualified potential sources capable of fulfilling the above requirements.
