Description
This is a combined synopsis/solicitation for services in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Ted Stevens Marine Research Institute located in Juneau, AK has a requirement for a vessel charter to catch juvenile herring in Prince William Sound during 2 study periods: February 2-7, 2009 and April 6-11, 2009. Several hundred herring are needed from each sampling trip. Herring will be examined ship board, frozen for the remainder of the trip and shipped by to the lab in Juneau for chemical analysis. A vessel is required to catch several hundred juvenile herring during 2 prescribed 6-day sampling trips in Prince William Sound. Herring samples can be collected anywhere within the sound, however known areas of winter rearing juveniles will be targeted. The required vessel needs to be capable of catching herring via seine or other method. If a seiner bids, the seiner must have a herring seine or similar net. Other potential fishing methods to be employed for fish collection are surface trawling (surface trawl to be provided by NOAA), gill nets, cast nets, herring jigs, and beach seines. Operation of the surface trawl requires 2 vessels (the larger vessel and a skiff). Fishing operations will likely take place at night as juvenile herring are generally more accessible (shallower) during dark. Oceanographic instruments (CTD) will also be deployed from the vessel, for which a puller is required. The seiner is not required to depart from a specific port. The vessel shall provide a skiff, a puller for the CTD, 1 or more deck-hands depending on the fishing method to aid in fishing operations, and shall accommodate 2 scientists. Work space to examine herring catches is needed, and freezer capacity is necessary preserve samples. See attached detailed statement of work and vessel requirements for complete description of required services. The proposed contract is 100% set-aside for small business concerns. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. Only firms that can provide the services and vessel requirement described herein will be considered. A fixed firm order will be issued with period of performance that will start no earlier than Feb 2, 2009 and ending date no later than April 11, 2009. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. This RFQ closes at 9 a.m. Dec 24, 2008.
