Description
The Virginia Contracting Activity (VACA) is conducting market research to determine commercial availability of behavioral sciences support services to the full spectrum of Counterintelligence (CI) and Human Intelligence (HUMINT) activities. Specific tasks of services are described below: 1.Behavioral science consultation to operations, investigations, and analysis. Primarily involves psychological consultation to the broad spectrum of DoD CI and HUMINT activities the support of which will typically consist of case file reviews, consideration of classified and unclassified relevant materials, direct and/or indirect psychological assessment of assets or sources of information, oral discussions with relevant personnel, and written reports of all the above, in service of case management, asset validation, and analytical product goals. 2.Behavioral and social science instructional consultation. Primarily involves preparing and providing blocks of instructional consultation and/or briefings as required to select personnel on behavioral dynamics of targets of interest, interviewing and elicitation, influence and persuasion, as well as many other topics in which psychologists possess expertise of use to the CI and HUMINT communities. This can also include consultation on relationship establishment, assessment, operational influences, context and environmental manipulation, case handling, case debriefing and case dynamics. 3.Behavioral science data consultation. The contractor shall perform various data consultation duties using behavioral and social sciences principles, data, and methods in support of CI and HUMINT operations, training and analyses. Topics include deception, detection of deception, interview methods, risk evaluation, asset and source evaluation, and insider threat analyses. 4.Provide design tools to capture critical information to be incorporated into investigative, operational and analytic methodology and yield estimate and extrapolative information modeling. 5.Expertise will be required in such areas as: a.Missions, functions, tactics, techniques and procedures of Military Departments, Defense Agencies, Combatant Commands, and Intelligence Community agencies. b.Principles, data, literature and research methods in the social and behavioral sciences. c.Principles, data, literature and methods in psychological consultation and assessment. GSA Schedule (if applicable). 4. Capabilities statement/brief to demonstrate your capability to support the Behavioral Sciences in consulting, training, and research. This should include CI and HUMINT. (2 page limit). 5. Demonstrate your ability to provide employees with required security clearances, which may include TS/SCI. This is a sources sought synopsis only. This is not a solicitation announcement or a request for proposals. This does not obligate the Government to award any contract. Responses to this notice must be submitted in writing (email is acceptable) and received no later than December 15, 2008. Information that is vendor proprietary is not acceptable or permitted.
