Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center Division, Newport intends to award on a sole source basis a Firm Fixed Price type contract to L-3 Communications Corp, Sylmar, CA for the development of a means for receiving GPS location data from the USV and populating the acoustic data fields with the GPS location and time. The contractor shall also develop a correction to the bearing accuracy issue. The period of performance is three months from the date of award. The Helicopter Long-range Active Sonar (HELRAS) no! n-developmental hardware items (CAP, CIPS, SU and Cable and Reel) and the interface between the Launch and Handling System (L&HS) and the Mission System Common Acoustic Processor CAP were developed by L3 and Dynacon. For any other source to acquire adequate knowledge to perform this work would take at least two years of effort, based on an estimated one year to study and learn the existing design and another year to make the required changes. This delay in developing a second source would put the UDS Mission System at risk of participating in the At Sea End-to-End (Q2FY09), participating in the Distributed Force FY08 (Q3FY09), and meeting the delivery date to the SeaFrame (Q4FY09). The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notic! e of intent is not a request for competitive proposals. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Further details will be released upon issue of RFP #N66604-09-R-0962, which is anticipated to be on or about 12/24/2008. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies.
