- The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for Dock Side Repair of the USCGC ELM (WLM-204), a 225 foot A class seagoing buoy tender at ISC Portsmouth, Portsmouth, VA. The acquisition will be solicited as a HUBZone Set-Aside. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items.. The solicitation will be issued electronically on the FEDBIZOPPS web page on or about December 15, 2008 at http://www.fbo.gov/. Hard copies of the specification and solicitation will not be issued. The homeport of the vessel is 2301 E. Fort Macon Rd, Atlantic Beach, N.C. 29512. All work will be preformed at the pier located at 4000 Coast Guard Blvd, Portsmouth, VA 23703. The performance period will be forty (40) calendar days with a start date on or about 13 April 2009. The scope of the acquisition is for dock side repairs to the USCGC ELM (WLM-204) including but not limited to the following Base and Option items: Clean Galley Ventilation System; Inspect and Test Air Receivers; Inspect and Test Air System Valves; Inspect and Test Carbon Dioxide System Cylinders; Perform Dumbwaiter Level 2 Maintenance; Inspect Various Deck Fittings Upgrade Quick Acting Watertight Door; Upgrade Check Valves in CO2 Flooding System; Perform Buoy Chain Winch Level 2 Maintenance; Perform Buoy Chain Winch Repairs; Perform Cargo Hatch Level 2 Maintenance; Perform Cargo Hatch Level Repairs; Preserve 04 Whether decks Preserve Buoy Working Areas; Preserve Cargo Deck; Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing All responsible HUBZone sources may submit an offer, which shall be considered by the United States Coast Guard. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc).
